The subject of the order is the provision of a comprehensive service consisting of the launch, management and comprehensive operation of the Włocławski Rower Miejski system ( Włower) in such a way that everyone is entitledThe user could rent and return the bike for a fee according to the tariff set by the Ordering Party, 24 hours a day, on all days of the week during the three seasons of the system`s operation, i.e. in 2020 from the day of launching the Włower system until November 30, 2020; in 2021 from 1.3.2021 to 30.11.2021; in 2022 from 1.3.2022 to 30.11.2022

The subject of the contract is to provide a comprehensive service consistingon commissioning, management and comprehensive operation of the Włocławski Rower Miejski (Włower) system in such a way that each authorized user can rent and return the bike for a fee according to the tariff set by the Ordering Party, 24 hours a day, on all days of the week during the three seasons of the system operation, i.e. in 2020 from the day of launching the Włower system to November 30, 2020; in 2021from 1.3.2021 to 30.11.2021; in 2022 from 1.3.2022 to 30.11.2022

The system will consist of 200 "4th generation" bicycles, 20 standard 10-place bicycle parking stations with the need to install docking stations, up to 15 stations virtual without the need to install docking stations and other organizational and material solutions necessary for the operation of the systememu. The user will be able to finish the ride and return the bike in a standard station and a virtual station. Additional fees will be charged for leaving a bike outside these types of stations, for renting a bike over free rental time and other described activities. Any fee is charged after the end of the ridescope.

The ordering party withdrew from specifying the conditions of participation in the proceedings in this respect.

1. The Employer provides for the exclusion of the Contractor based on Art. 24 paragraph 1 of the Public Procurement Law and art. 24 paragraph 5 points 1 2, 4 and 8 of the PPL Act.

2. In order to confirm that there are no grounds for excluding the Contractor from participation in the procedure, the Contractor will be obliged to submit the following documents:

1) information from the Countryof the Criminal Register in the scope specified in art. 24 paragraph 1 point 13, 14 and 21 of the Public Procurement Law, issued not earlier than 6 months before the deadline for submitting bids or requests to participate in the procedure;

2) a certificate from the competent head of the tax office confirming that the Contractor is not in arrears with tax payments, issued not earlier than 3 months beforethe deadline for submission of bids or requests to participate in the procedure, or another document confirming that the Contractor has entered into an agreement with the competent tax authority regarding the repayment of these receivables together with any interest or fines, in particular, he obtained the exemption, deferment or installment provided for by law late payments or withholding in fullimplementing the decision of the competent authority;

3) a certificate from the appropriate field organizational unit of the Social Insurance Institution or the Agricultural Social Insurance Fund (KRUS) or other document confirming that the Contractor is not in arrears with the payment of social security or health insurance contributions, issued not earlier than 3 months before the deadline for submitting offers or applications foradmission to the proceedings or other document confirming that the Contractor has entered into an agreement with the competent authority regarding the repayment of these receivables together with any interest or fines, in particular he obtained the exemption provided for by law, deferment or installment of outstanding payments or withholding in full concluding the decision of the competent authority;

4) copy of theof an appropriate register or from the central register and information on economic activity, if separate provisions require an entry in the register or the register, in order to confirm the absence of grounds for exclusion pursuant to art. 24 paragraph 5 point 1 of the Public Procurement Law;

5) the Contractor`s declaration that he has not issued a final court judgment or final administrative decision regarding late payment of taxes, fees or contributions for social or health insurance or in the event of such a judgment or decision being made showing documents confirming the payment of such receivables together with any interest or fines or the conclusion of a binding agreement on the repayment of those receivables;

6) the Contractor`s statement of the lack of a decision against him as a preventive measure of the prohibition to apply ppublic procurement;

7) the Contractor`s declaration of non-payment of local taxes and fees, referred to in the Act of 12.1.1991 on local taxes and fees. A model of the statements referred to in item 5 7 is Annex 4 to the ToR.

3. 2. The offer should be accompanied by the current EAT for submission.

5. The offer should also be accompanied by:

1) offer form,

2) fullAid (if applicable),

3) an obligation for a third party to make available to the Contractor the necessary resources for the period of using them in the performance of the contract (if applicable).

3. The Contractor is obliged to lodge a security deposit of PLN 30, 000.00 before the bid submission deadline.
