Framework Agreement For The Provision Of Revenues and Benefits And Associated Services

The Council is seeking a service delivery partner to create a scalable "centre of excellence" based within Rhondda Cynon Taf, and initially centred around revenues and benefits services.

The procurement is structured to appoint a strategic service delivery partner to create a scalable "centre of excellence" based within Rhondda Cynon Taf, and initially centred around revenues and benefits services.

The Council may at a future point wish to consider transferring other services ("Additional Services") into the partnership. These services could include (but are not limited to):

— customer contact,

— ICT Support,

— transactional/support type services (e.g. financial, employment, resources).

Therefore tenderers and those considering participation in this tender process should note that it is the intention to achieve growth through this partnership of both the amount/value of services and the range of services to be provided, and that this is intended to be a dynamic and growing partnership.

The Framework Agreement will be open to all local authorities in Wales, including Welsh Government (together referred to as "Participating Authorities") as detailed in the Contract Notice.

Specific contracts (deployment orders) can be entered into for up to a maximum of 15 years.

Participating authorities may call off for up to 2 separate arrangements during the 10 year framework duration.

The services are subject to regulations 74-76 of the Public Contracts Regulations 2015 (under chapter 3 for social and other specific services), known as "Light Touch Regime". Therefore the Council is not obliged to comply with the full extent of the Regulations, only those parts which apply to the Light Touch Regime. The Council is voluntarily running this procurement exercise using a similar process to the Competitive Procedure With Negotiation (CPWN) under the 2015 Regulations, but without being bound fully by those parts of the 2015 Regulations which apply to the CPWN, and you are deemed to understand fully the processes that the Council is required to follow under relevant European and UK legislation. Furthermore, whilst the term "framework" is used to describe this contractual arrangement, it is not intended to be a Framework Agreement as defined by the Public Contracts Regulations 2015 and the provisions of Regulation 33 should not be taken to apply.

The first call off/deployment order placed by RCTCBC will be awarded simultaneously to the framework, and will be for an approximate value of 2 350 000 GBP per annum for the core services of revenues and benefits.

The remainder of the value is the estimated contract value for call-offs by other authorities and is not guaranteed.
