Purpose of the basic service (BP) for the period 1.1.2019 (31.12.2022):
- PB1.1: issue of 5 500 cards logue,
- PB1.2: management of the cards lodged,
- PB1.3: provision of a system of analysis and management.

The proof of qualification enumerated below must to be ovenin full and without restriction or modification at the same time as the offer, otherwise it will not enter into the matter on the latter.

Economic / financial capacity:
The tenderer has the necessary economic / financial capacity to be able to execute the mandate during the period of validity of the contract and to guarantee the volume envisaged in it.:
Certified true copies of the Commercial Register and the Register of Prosecutions not more than 3 months old at the time requested by the adjudicator or, for foreign bidders, equivalent official and foreign documents recently issued.
These supporting documents must not be more than on request, after the submission of the tender and before the award of the contract.

(a) Respect forprinciples of the procedure:
The tenderer confirms that he and his subcontractors respect the principles mentioned in the Confederation Procurement Conference (CA) form.
(b) Supplementary justification concerning the respect of equal pay for women and men:
Bidders employing more than 50 people and their first-level subcontractors whomore than 50 persons must justify the respect of equal pay between men and women not only by signing the form, but also by proving that their wage practices have been verified.

Acceptance of the draft contract:
- the tenderer is prepared to accept without reserve the draft contract contained in the Annex 5 to the tender specifications, - the tenderer is ready to conclude a service contract for the duration of the mandate (2019-2026) and to undertake to provide the services concerned.

Key skills:
The tenderer must prove that he has the necessary skills to perform the services mentioned in Chapters 3.2.3 and 3.2.4 of the tender specifications, namely the issue and management of travel cards intended for commercial customers (large companies). He is also required to prove that he has all the necessary authorizations in Switzerland for the performance of the services which hel offers and all the required third party authorizations.
If considered a foreign bank or a foreign dealer in securities, the bidder must, in accordance with art. 2, al. 1, the FINMA Ordinance on Foreign Banks (OBE-FINMA, RS 952.111) and Art. 39, al. 1, let. of the Stock Exchange Ordinance (SESTO; SR 954.11), to have a licenseFINMA to establish a branch or representation in Switzerland.
If it is not a financial intermediary approved by FINMA within the meaning of art. 2, al. 2, let. aae, the law on money laundering (LBA, RS 955.0), the tenderer must instruct FINMA or a self-regulatory body recognized by it (see Article 12, letter c, LBA) to supervise compliance with the obligations ofMoney laundering legislation. Experience: The tenderer has gained sufficient experience in carrying out projects comparable to this mandate in terms of the extent and complexity of the services provided.
It certifies this experience by providing 2 references for projects completed and not older than 3 years (submission date-of the offer is determinante).

Negotiations: are reserved. The adjudicator does not engage in price negotiations. Tenderers can not modify the prices indicated in their tender-only in special circumstances (for example where the requirements need to be clarified or clarified) and where the admirer explicitly authorizes them in his invitation to participate in negotiations.
Conditions governing the procedure: the adjudicator awarding public contracts for services in Switzerland only to tenderers who guarantee compliance with thepositions on the protection of work and working conditions and equal pay for women and men. In accordance with art. 30 LMP, this publication may be attacked, within 20 days of its notification, at the Federal Administrative Court, PO Box, 9023 St. Gallen.
