This is a framework agreement executed in application of articles R. 2162-1 to R. 2162-6 of the public procurement codemmande, executed in application of articles, R. 2162-13 and R. 2162-14 of the public procurement code without minimum or maximum commitment. The framework agreement is multi-award. The number of beneficiaries is two. The documents relating to the application and the documents relating to the offer must be sent electronically. The folds delivered (or whose notice of transmissionelectronic is issued) after the date and time fixed for these regulations, as well as mail containing a virus, are not retained. They are then destroyed. Before the submission of bids, the faculty for candidates to ask questions about this consultation is open to them up to nine days before the deadline for submission of tenders: they will be replied at the latest.six days before the deadline for submission of tenders. The model of technical memory framework provided to the DCE must be respected to respond to this consultation. The memory frame is provided in the consultation file. In this context of technical memory, candidates are not authorized to make references to other documents or annexes (except annexes concerningCVs and models of deliverables). Failure to comply with the memory framework will result in a penalty on the technical merit score. In case of non-compliance with the number of pages indicated to the technical memory manager to meet the technical merit sub-criteria, the additional pages will not be analyzed. Minimum period of validity of tenders: six months from the deadline for rreceipt of offers. This delay is counted from date to date: it ends on the same day as that of departure but another month (the last of the delay). If the last day of the deadline does not exist (February 30, etc.), it is extended to the 1 day of the following month. In accordance with article R. 2152-2 of the public procurement code, the region may decide to authorize all the tenderers concerned to regularizer their offers, without modifying their substantive characteristics, within an appropriate period, provided that they are not abnormally low. The offers of economic operators are analyzed with regard to the documents relating to the offer. Payment will be made by administrative mandate. In accordance with article R. 2162-5, purchase orders will be notified as and when requiredns until the last day of validity of the framework agreement under the conditions of this document. Beyond the last day of validity, no purchase order can no longer be issued. However, the execution of purchase orders already issued before the last day of validity will be continued until its term. The technical merit criterion (out of 70 points) is made up of the following three sub-criteriaelements:

- SC 1.1 on 30 points: team dedicated to the services of the framework agreement: experience of the pilot of the dedicated team, relevance of the profiles presented and consistent distribution of the profiles on each of the mission elements;

- SC 1.2 on 30 points: intervention methodology proposed for each service, work execution schedule, work management procedures;

- SC 1.3 on10 points: quality approach: organization in terms of management of peak work activity orders, indicators for monitoring and evaluation of the mission, details on the communication that the candidate intends to conduct throughout the work of the mission both vis -with its collaborators as with the sponsor. In the event of a score lower than or equal to 35 points out of 70 on the value criteriontechnical (sub-criteria 1.1 1.2 1.3), and before application of the formula for adjusting the final mark, the candidate`s offer will not be ranked. The price criterion (30 points) is calculated on the basis of the total amount (including tax) indicated in quantitative and estimated detail.
