Acquisition of traffic signs and signs and other related metallic assemblies

According to the strategy of the company Municipal Company Traffic Management Bucharest S.A. in terms of the modernization of existing intersections, namely the transfiguration of new intersections, this is necessarythe acquisition of signposting poles and signs and other related metallic assemblies by concluding a two-year framework agreement and concluding subsequent contracts as required. Number of days until which clarifications may be requested before the closing date for submission of tenders / applications: 12. The response to requests for clarifications addressed within the above-mentioned deadline iswill be forwarded by the contracting authority on the 10th day before the closing date for submission of tenders. The contracting authority will send to ANAP the proposed consolidated answer to the clarification requests / additional information 4 days before the deadline set out in the tender notice

Non-compliance with the situations stipulated in art. 164 of Law no. 98/2016 on public procurement.

Qualifying conditions: The tenderer (associations for joint tenders, subcontractsin the case of subcontracting and third party supporters in the case of support) or the members of the administrative, management or supervisory bodies of that economic operator as well as the persons having the power of representation, decision-making or control within it must not be in situations provided in art. 164 of Law no. 98/2016 on public procurement. Documents ofconfirmation: The Single European Procurement Document, which must indicate the non-compliance with the provisions of art. 164 of Law no. 98/2016 on public procurement. According to the provisions of art. 196 par. (1) and (2) of Law no. 98/2016 on public procurement, the contracting authority shall, before signing the framework agreement, request the tenderer whose tender has been declared to be the winner.provide up-to-date supporting documents demonstrating that the requirement is met. The criminal record of the economic operator and the members of the management, management or supervisory body of that economic operator or of those having the power of representation, decision-making or control within it, will be required as evidenced by the certifying certificate issuede ONRC / constitutive act.

Requirement no. 2:

Failure to comply with the provisions of art. 165 of Law no. 98/2016 on public procurement. Qualification condition: The bidder (associations in the case of joint tenders, subcontractors in the case of subcontracting and third party supporters in case of support) should not be in the situations provided by art. 165 of Law no. 98/2016 regarding the acquisitions publice. According to the provisions of art. 196 par. The average global turnover for the last three (three) years is at least equal to 500, 000 RON. Relevant Documents: The accounting balances for the last 3 years, resulting in a(referred to and registered by the competent bodies) or, as the case may be, annual reports issued by financial auditors or specialized companies, or bank letters of credit or other editorial documents, provided that they contain the relevant information by which the tenderer demonstrates the capacity its economic and financial.

In order to participate in the assignment procedureas bidders, economic operators have the obligation to register in the Electronic Public Procurement System (SEAP), according to Law no. 98/2016. DUAE statement completed with information from the economic operator participating in the award procedure, the proposal-the technique and the financial proposal will be submitted in electronic / electronic form. If, following the establishment of the final ranking according to the award criterion, the evaluation committee finds that there are two or more bids with the same price, the authoritythe contracting party will request clarification through SEAP for the electronic loading by the respective economic operators of documents containing new prices.
