Services that are the object of this contract, consists of: design services and technical assistancenothing from the designer DALI PT expertise the construction of the snake, thermal rehabilitation of the school body "Ana Aslan" National College located in Timisoara, Boulevard of the Revolution no. 15 / A, according to GD 907/2016 updated, as follows:

Services that are the subject of this contract, consist of:

- elaborare documentation authorizing intervention works (DALI),

- project elaboration for authorizing the execution of the project project for organizing the execution of the works, including obtaining the construction authorization PT details of execution specifications specifications SSM plan witness control,

- specialized technical assistance from the designer in expert quality co-opted during the periodthe delay of the acquisition of works and during the execution of the works As build energy audit.

All services will be provided in accordance with the provisions of GD 907/2016 and taking into account the requirements of the design theme and the conceptual note. the procedure for awarding this contract, any economic operator that is in one of the situationsprovided in art. 60, 164, 165 and 167 of Law 98/2016 on public procurement. The reasons for exclusion will be applied in the case of associates / subcontractors / third parties, as the case may be.

Fulfillment mode: under the sanction of rejecting the offer as unacceptable, each economic operator participating in the award procedure (bidder, associate bidder, subcontractor, third party, supportstor, as the case may be) will present with the offer, DUAE supplemented with the information related to their situation. Both the declaration on their own responsibility regarding the non-compliance with the provisions of art. 60 of Law no. 98/2016, as well as the case, the firm commitment of the third party supporter, accompanied by documents from which to show the effective way in which his support will materialize, the agreement ofand the contract and / or the association agreement. The supporting documents proving the fulfillment of the ones assumed by completing the DUAE will be presented, only at the request of the contracting authority, by the tenderer who is in the first place after applying the award criterion on the admissible offers. with privexit for the payment of taxes, taxes or contributions to the general consolidated budget (local budget, state budget, etc.);

2) the criminal record of the economic operator and of the members of the administrative, management or supervisory body of the respective economic operator or the to those who have power of representation, decision or control within it, as it results from the certificate costatutor issued by ONRC / the constitutive act;

3) as the case may be, documents proving that the economic operator can benefit from the derogations provided in art. 166 para. (2), art. 167 para. (2), art. 171 of Law 98/2016 on public procurement;

1) DUAE related to the award procedure is made available to economic operators, configured by the contracting authority directly in SEAP. The economic operators will complete the DUAE directly in the SEAP, with the information / answers related to the classification / non-classification in the reasons for exclusion, respectively the fulfillment of the qualification criteriarequired by the contracting authority, taking into account the quality in which they participate in the award procedure, respectively bidder, associate bidder, subcontractor, third party supporter, as the case may be;

2) In order to view the attached documents, the economic operators must have a necessary program viewing electronically signed files;

3) Economic operators have the right to trapproves the offer (completed DUAE, the declaration regarding the non-compliance with the provisions of art. 60 of Law no. 98/2016, the technical proposal, the financial proposal, the supporting document regarding the establishment of the participation guarantee and, if applicable, the commitment to support the third party, the association agreements and / or subcontracting), only in electronic format, signed with the electronic signature extinsa;

4) Requests for clarifications regarding this award documentation will be addressed exclusively in SEAP within the award procedure carried out by electronic means, the contracting authority will not respond to requests addressed by another communication method than the established one.

Any interested economic operator has the right to request clarification or iadditional information in relation to the award documentation, in compliance with the deadline specified by the contracting authority in section II.1.4) of this document, respectively no later than 20 days before the deadline set for the receipt of tenders. Clarifications submitted after this deadline will no longer be considered.

According to art. 160-161 of Law 98/2016, authoritythe contracting party will respond clearly and completely to all requests for further clarifications / information, on the 11th day before the deadline set for submission of tenders, provided that the requests will be addressed with at least 20 days before the deadline set for receiving offers. The answers to the requested clarifications will be published in the SEAP within the frameworkparticipation announcement;

5) In case the contracting authority requests the presentation of certain clarifications / completions in order to verify the conformity of the offer with the imposed requirements, both the request and the tenderer`s response are transmitted in SEAP only in electronic format, signed with the extended electronic signature. In the situation in which the bidder`s response is posted in SEAP without a signextended electronic speed, its offer will be assimilated to the provisions of art. 137 para. (2) lit. j) from GD 395/2016, being rejected as unacceptable;

6) If following the application of the award criterion "the lowest price" it is found that 2 or more offers are ranked in the first place, contain equal prices without VAT, will be request new financial proposals through SEAP, if this is not realcan be requested for SEAP reasons, a new offline financial proposal will be requested from the bidders. The winning bid will be the one that will present the lowest price
