Updating the general urban plan of the city of Constanța

The service consists in updating the documentation of the General Urban Plan of the city of Constanța which will be carried out in the following stages:

Main Site: The Municipality of Constanta.

The updated General Urban Plan will have to identify the areas and the sub-areas to which the city development should be directedand to prescribe attractive urban indicators, in the conditions of ensuring a sustainable development for these areas. At the same time, clear solutions must be provided for as many of the special situations that occur in the city. The final purpose of the update is to eliminate most of the situations in which derogatory urbanism is used.

Equally, to increase the efficiencythe activity carried out by the administration is very important for the information technology to be used on a larger scale, both in relation to the citizens / beneficiaries of the services, as well as to other public institutions. A new approach, oriented to the needs of the beneficiaries and the business environment, therefore focused on life events, has to replace the classical oriented approachon the service providers.

One of the objectives of this project is to provide assistance in the elaboration of an integrated spatial planning plan for the metropolitan area, the main activities subsequent to this objective being:

- to identify the territorial interventions planned at national and regional level, the mapping of the planned investments at the national levell and regional,

- the mapping of the priority municipal projects,

- the mapping of the existing urban planning plans,

- the offering of guidelines regarding the drafting of the terms of reference for the elaboration of the territorial planning plan of the Constanța municipality,

- the provision of assistance for the consultation of the interested parties, the organization workshops facilitated with stakeholdersrequesting feedback on the planned major interventions.

Requirement 1: Failure of the bidders / associates, third-party supporters and subcontractors in the situations provided in art. 164, 165, 167 of Law no. 98/2016 on public procurement, with subsequent amendments and completions.

The method of fulfillment: the obligation to complete and present the DUAE initially by thelandowners (including associates / subcontractors / third-party supporters) in accordance with prev. art. 193 para. (1) of Law no. 98/2016 regarding public procurement, as the first evidence of non-inclusion in the situations of exclusion and of meeting the capacity requirements. The DUAE will include, as the case may be, information regarding: supporting third parties, associates and subcontractors, according to prev. art. 183, art. 170 paragraph (3) and art. 193-195 of Law 98 / 2016.

The tenderer ranked first after applying the award criterion on the admissible tenders will prove the non-classification in the situations of exclusion, by presenting, at the request of the contracting authority, the following information and documents:

(a) tax certificates through which the economic operator fulfills its obligations through payments itaxes, taxes or contributions to the general consolidated budget (local budget, state budget, etc.); the requirement is considered fulfilled if the economic operator fulfills its obligations by paying taxes, taxes or contributions to the general consolidated budget due either by other means of extinguishing them or benefiting, according to the law, from their staggering or otherare facilities for transferring their payment, including any accrued interest or fines. The certificate (s) presented must show that the bidder has no outstanding debts at the time of submission,

(b) the criminal record of the economic operator and of the members of the administration, management or supervisory body of the respective economic operator or of thosewhich have power of representation, decision or control within it, as it results from the certifying certificate issued by the ONRC / the constitutive document,

(c) documents proving that the economic operator can benefit from the derogations provided in art. 166 para. (2), art. 167 para. (2), art. 171 of Law 98/2016 on public procurement, with subsequent amendments and completionsdo,

(d) other edifying documents, as the case may be

If several economic operators jointly participate in the award procedure, the fulfillment of the requirement is demonstrated by each economic operator separately.

Requirement 2: failure to comply with the provisions of art. 60 of Law no. 98/2016 regarding public procurement.

Fulfillment mode: the declaration regarding non-compliance will be completedbad in the provisions of art. 60 of Law no. 98/2016 regarding public procurement.

Follow the instructions: install the software application:

(a) unzip and install the EasySign application,

3) All the award documentation is available in SEAP (www.e-licitatie.ro). In order to be able to participate in the present procedure the interested economic operators will be registered in the SEAP and will pay, as the case may be, the taxit is necessary stipulated on www.elicitatie.ro

The economic operators that download the present attribution documentation directly from the attachment to the participation announcement published in the SEAP have the obligation to follow, in the SEAP, the section "Documents and clarifications", attaching the various communications made by the contracting authority following clarification requests requested by some potential biddersmany non-residents will submit authorized translations into Romanian of all the documents requested in this award documentation.
