The market aims at the designation of a project author, responsible for the feasibility study mission and the full study and follow-up mission for the works on the Chaussee building in Neerstalle 388-390 at 1180 Uccle in a visionof energy performance and durability. The maximum budget for works based on the framework agreement is 11, 500, 000 EUR excl. VAT (excluding fees), of which a budget estimates priority works is 3, 978, 000 EUR, excluding VAT, fees, connection costs for the control rooms and other costs. various. The market is passed according to the technique of the mono-attribute framework agreement. The desired contracting authorityite have a direct contractual link with a multidisciplinary team composed of an architect and a stability engineer, a special techniques engineer, and a PEB advisor. In the hypothesis where the specific personnel necessary to carry out the entirety of the planned missions does not meet within the same professional structure, a team of participants is constitutedin a group of economic operators. The various natural or legal persons who compose it act jointly and severally on its behalf. The person who will represent the group with regard to the contracting authority and who is responsible for coordinating the studies and services carried out by the other members of the association, is the `architect. Applications not guaranteeing the masterof the work of the selection phase to benefit from this direct contractual link will be rejected. Each member of the group of economic operators submits and signs his ESPD, by affixing a qualified electronic signature on the deposit report relating thereto. The group of economic operators also has the possibility of appointing a client to electronically sign the DUs.ME of all the economic operators in the group. In this case, the group attaches to its application the proxy duly signed by each economic operator of the group. The attention of economic operators submitting several candidacies (I) in isolation and in a group with other economic operators, or II) within differently composed groups) and groupsts in which they participate is drawn to the prohibition of multiple participations at the stage of submission of tenders by article fifty-four, - two, of the royal decree of 18.4.2017. The consequence of this prohibition is that tenders submitted by tenderers concerned by multiple participation must all be rejected. In case of selection of the two candidates concern by the multiple participation of an economic operator, the latter can only submit an offer in the context of one of the two candidates. Applicants must anticipate this situation to avoid rejection of their offer. In the event of multiple participation by one or more economic operators, the selection procedure will be carried out as follows:

- 1) in a first temps, the contracting authority will proceed to the analysis and the provisional classification of the concerned candidacies taking into account possible duplicates;

- 2) in a second time, it will inform the groups concerned by a risk of double offer of their provisional classification and will invite operators present in several groups to choose the one by which the offer is introduced;

- 3) inthirdly, he will proceed to the final classification of the candidacies after the withdrawal of one or more groups concerned by the risk of a double offer and will invite the different candidates to make an offer.

Without prejudice to the application of the article seventy law of 17.6.2016, the candidates cannot be in one of the grounds for exclusion referred to in articles seventypt a sixty-nine of the law of 17.6.2016. By signing the ESPD, the candidate declares on his honor that he is in possession and undertakes to supply, on simple request from the contracting authority, within ten days, the documents below (these documents will be requested in case the candidate enters into consideration for the selection). For the office or each member of the group of economic operators:

- A / Respect for Art. sixty-eight of the law of 17.6.2016 and Art. sixty-two of the royal decree of 18.4.2017: the candidate not employing staff subject to the law of 27.6.1969 joined to his request for u participationno sworn declaration signed attesting to this fact. The candidate employing personnel subject to the law of 27.6.1969 attaches to his request to participate a certificate from the National Office of Social Security which it follows that he is in good standing in terms of payment of social security contributions. Applicants employing staff from another Member State of the European Unionand which is not referred to above, encloses a certificate issued by the competent authority certifying that it is in good standing with its obligations relating to the payment of social security contributions according to the legal provisions of the country where it is established.
