3 Metro line - Project management - Lot Southeast

Project management of the infrastructure and equipment of the 3 line of metro, on the South-East sector. The byt infrastructure works of the 3 line is estimated at 1 275 000 EUR HT (value May 2016). The part of the work for the South East lot is estimated at 212 000 000 EUR HT. The mission of the project manager of the South East Lot, subject of the present consultation, is:

Elements of standardized mission: DIA, AVP, PRO, ACT, DET, VISA, AOR and followed by the period of perfect completion, OPC Elements of missions complementary:

- development of public spaces: AVP, PRO, ACT, VISA, DET, AOR, OPC,

- recognition and expertise: Definition of needs, PRO, ACT, VISA, DET, AOR,

- preparatory work: Definition of needs, PRO, ACT,

- deviations of the networks located on the territory of SICOVAL: AVP, PRO and ACT,

- participation and / or steering to the Steering Unit and General Coordination of the operationSustainable Development and High Environmental Quality,

- assistance to the MOA for preparatory work, for the preparation of administrative, regulatory and security procedures, institutional communication and public information, by missions of expertise in case of litigation, for the management of claims, for the update of the guide infor carrying out works near the metro, for the instrumentation and the supervision of the third works covering the phase of realization of the studies,

- evaluation of exploitation and maintenance costs,

- definition of the needs for the future maintenance of the equipments

This market comprises 5 tranches:

- firm tranche: studies of the transport infrastructure (civil engineering and equipments not related to the transport system). Standardized missions: DIA, AVP, PRO, ACT Partial (DCE), OPC,

- optional installment (TO) 1 - partial ACT (excluding DCE) for transport infrastructure,

- TO2 - Preparatory work: VISA, DET, AOR, OPC,

- TO3 - Network deviation work: VISA, DET, AOR, OPC,

- TO4 - Infrastructure works: VISA, DET, AOR, OPC.

The elements of complementary missionsThey are spread over the 5 slices according to the needs. Complementary mission elements are spread over the 5 tranches according to the needs. It should be noted the particular complexity of this operation which consists of interfacing with the existing SNCF network as well as the national motorway network (managed by DIRSO) while maintaining an equivalent quality of servicefor the clientele. In addition, the attention of candidates is drawn to the obligation of good coordination with current urban projects: ZAC Enova Labege, ZAC Toulouse Aerospace Montaudran, etc ... This requires a suitable organization that imposes permanent and effective coordination between stakeholders and different partners. This market is subject to a clause of iprofessional integration. This consultation therefore includes special conditions of execution, the details of which will be indicated in the SCC. On the occasion of the execution of the market, at least 3, 000 hours for the firm tranche and 4, 800 hours for the optional tranche 4 will be reserved for professional integration.

The candidate and each co-contractor must provide:

- the application letter andauthorization of the agent by his co-contractors,

- the powers of the person authorized to hire the candidate,

- a declaration on the honor of the candidate, or of each member of the candidate group, attesting:

- not to enter one of the cases referred to in Articles 45 and 48 of the order of 23.7.2015 and in particular that it is in compliance with Articles L. 5212-1 to L. 5212-11 of the Code ofconcerning the employment of handicapped workers;

- that he has satisfied his fiscal and social obligations,

- if the candidate is in receivership, the copy of the judgment (s) pronounced for this purpose, and provide proof that the authorization to continue its activity covers the period corresponding to the duration of the present march.
