Service contract for the selection of a project author for the complete study and site monitoring of the extension work of the head office of SWCS in Charleroi

The purpose of this contract is to designate a project author for the full study and follow-up of a project.-new construction, extension of SWCS offices.

Main Site: Corner of boulevard Tirou and rue de l'Ecluse (extended by rue du Pont Neuf)

The future parcelle batie is property of the Adjudicator who currently operates it as private parking with access control:

- the cadastral references are: Charleroi 1, Section D Parcel 267 F 33,

- the measured area is 472 m,

- the ground is taken again to the plan of sector in zone of habitat.

In advance, the ground was built on several stages and exploits by a flow of drink. The building, however, was ravaged by a fire and then demolished; the ground having been backfilled with the rubble resulting from the dismantling to give place to the current situation.

A study of soil (pollution and lift) is in neckrs of realization. The results will be communicated to the successful project proponent.

SWCS expresses the desire to increase the number of parking spaces currently available in the basement of the existing building and to retain the ability to use the existing building. new work planned for both office space and housing.

The objective is therefore the realization of an mixed and modular real estate project, of sustainable construction with high energetic performance, of passive standard or equivalent, even positive energy.

The project will make it possible to concretely visualize the innovative techniques of ecoconstruction (eco-materials) implemented and it will be necessary take into account all dimensions of sustainable construction (integration in the neighborhood, mobility, impact on the health of materials, ...).

The intentions being the revitalization and enhancement of Charleroi's entry into the City. The quality of architectural and urban design will be given great importance. Estimated budget for the works is EUR 5, 500, 660 excluding VAT, ie EUR 6, 655, 798.60 including VAT.

Note: at this stage of the procedure none sketch-the project described above is not requested.

When submitting their application, the candidates produce the Single European Market Document, which consists of a declaration on their own honor, which is accepted by the Contracting Authority. as a priori evidence in lieu of documents or certificates issued by public authorities or third parties to confirm-the candidate or tenderer concerned fulfills all the following conditions:

1 that he is not in one of the situations, referred to in Articles 67 to 69 of the Law of 17.6.2016, which must or may lead to exclusion of candidates or tenderers;

2 that it meets the applicable selection criteria which have been established in accordance with Article 71 of the Law of 17.6.2016.-the tenderer uses the capacities of other entities pursuant to Article 78 of the Law of 17.6.2016, the Single European Market Document also contains information concerning these entities.

Candidates attach to their application the documents for qualitative selection, in accordance with Article 73 - 3 of the law of 17.6.2016 which states that the power adjudimay at any time during the procedure request candidates and tenderers to provide all or part of the supporting documents, if this is necessary to ensure the proper conduct of the procedure.

In fact, this phase of the procedure having as its object to select candidates with a view to inviting them to submit tenders, the contracting authority mustin order to evaluate the applications and to classify the candidates.

Consequently, in accordance with Article 38 - 2 of the Royal Decree of 18 April 2017, the contracting authority limits the information to be completed in the DUME, as regards the qualitative selection in Section A of Part IV of the UEM.

1) A statement of overall turnover for the last three years availabledepending on the date of creation or start of the candidate's activities;

2) Proof of the underwriting of an insurance covering the professional civil liability of each member of the team proposed for the project and the proof of the payment of the last bonus.

Deadlines for the procedure:

Candidates have 30 JC to apply.

The successful candidates will be theninvited you to submit, within 2 months of the notification of their selection, an offer accompanied by a model presentation of their project.

The most qualitative projects and in adequation with the criteria will be the subject of a remuneration of which the method of determination of the amount will be specified in the Special Specifications.

Delay of execution:

The tenderer submitting the tender economicallythe most interesting, taking into account the criteria of allocation will then be notified in order to carry out all the steps necessary for the realization of the site whose provisional reception is desired end 2021.
