Public Procurement Disinfectants divided into 7 lots. for a period of 24 months, according to the specifications and the technical proposal attached.

High level disinfectant for baths / urination medical device. Minimum-maximum quantity agreement-frame / liter / kg = 500-1 000. Estimated value Minimum-maximum AC / RON without VAT = 27 000-54 000.

In the offer period the declaration regarding the non-compliance with the provision will be uploaded. art. 60 / according to Law 98/2016 with DUAE, according to art. 193 para. (1) of Law 98/2016 by all the participants in the award procedure (tenderer, associate, third party supporter and subcontractor).

The bidders, associations, third-party supporters and subcontractors must not find themselves in the situations provided in art. 164, 165, 167 of Law no. 98/2016. Failure to comply with the provisions of art. 164, 165, 167 of Law no. 98/2016 is vor complete in the DUAE, following that the supporting documents proving the fulfillment of those assumed by completing the DUAE will be presented, at the request of the contracting authority, only by the tenderer ranked first in the intermediate ranking prepared at the end of the evaluation of the offers.

The modality by which it can be demonstrated fulfillment of the requirement: the DUAE will be completed by the operatorEconomic countries participating in the award procedure with the information related to their situation.

The supporting documents proving the fulfillment of those assumed by completing the DUAE can be:

1) certifying certificates regarding the lack of outstanding debts regarding the payment of taxes, taxes or contributions to the general consolidated budget (local budget, state budget, etc.) at the time of presentationii (certificate of fiscal attestation-ANAF; fiscal certificate regarding local taxes and fees);

2) the criminal record of the economic operator and of the members of the administrative, management or supervisory body of the respective economic operator or of those with power of representation, decision or control within it, as it results from the certifying certificate issued byONRC / the constitutive act;

3) as the case may be, documents proving that the economic operator can benefit from the derogations provided in art. 166 para. (2), art. 167 para. (2), art. 171 of Law 98/2016 on public procurement;

4) other documents, as the case may be, according to art. 63 paragraph (1) of Law 98/2016, in conjunction with art. 21 (5) of GD 395 / 2016.

If the tenderer has subcontractActanti, together with the DUAE, the subcontracting agreements will be presented, which will mention both the part / parts of the contract that the economic operator intends to subcontract, as well as the related subcontracting percentages.

OperatorThe economic ones submitting the offer must prove a form of registration under the law of the country of residence, to show that the economic operator is legally constituted, that it is not in any of the situations of cancellation of the constitution, and that it has the professional capacity to to carry out the activities that are the subject of the contract. The last 3 years will be calculated by the deadlinebid submission. Bidders must have the ability to supply the requested products. The level of the requested amount is in accordance with the destination and the complexity of the products, of the requirements imposed by the sanitary legislation in force, so as to avoid a possible behavior that could affect the fulfillment in good conditions of the framework agreement of public procurement (Order no. 1082 / 207.09.2016). The way in which the requirement can be demonstrated: The DUAE will be completed by the economic operators participating in the award procedure, with the information describing the level of the annual global turnover for the last 3 years, corresponding to the requirements of the contracting authority.

The documentation will be downloaded from the new SEAP. Analysis of documents submitted by bidders forthe evaluation commission does not undertake any responsibility or obligation on its part to accept it as authentic or legal and does not remove the exclusive responsibility of the tenderer in this respect. Alternative offers are not accepted. Bids that have been submitted to a different address than SEAP will be rejected. If the offers ranked first have equal prices, the contracting authority will request the re-offer in the new SEAP, in order to split the offers.
