Framework Agreement for Domestic and International Air Transport Services

The framework agreement for domestic and international air services will be concluded with all economic operators whose tenders will be declared admissible for a period of 24 months from the signing of the framework agreement.

Main Site: Headquarters Ministry of Agriculture and ForestryRural Development, Carol I Boulevard no. 2 4, sector 3, Bucharest.

The estimated value of the services was calculated for the estimated services to be provided for a 24-month framework agreement, for an estimated unit price of RON 2 090.76 / ticket, excluding VAT

The estimated minimum amount of the framework agreement is 1 ticket.

The estimated maximum amount of the agreement-The estimated total estimated minimum agreement of the framework agreement is RON 2 090.76 without VAT - The estimated total estimated value of the framework agreement is RON 4 340 418.00 without VAT - The bidders and, if appropriate, third-party supporters and subcontractors should not be found in the situations referred to in art. 164, 165 and 167 of Law no. 98/2016 on public procurement.-In the sense of the provisions of art. 63 par. (1) of the Law no. 98/2016 on public procurement. The persons holding decision-making positions within the contracting authority, according to art. 21 par. Mode of accomplishment: complete the A Single DocumentEuropean Union (DUAE) according to art. 193 195 of the Law no. 98/2016 and according to ANAP Notification no. 240/2016 by the tenderers and, if necessary, by third parties and subcontractors, with the information related to their situation.

The supporting documents proving the fulfillment of the undertaken by completing the DUAE are to be presented, at the request of the contracting authority, only bybidders who submitted admissible tenders after the bid evaluation has been completed. These documents may be: - - The judicial record for the tenderer and for the persons who are members of the administrative, management or supervisory body of the respective tenderer or have the power of representation, decision or control within the bidder, as evidenced by the certificate founder de) ONRC / constitutive act, - Tax certification certificates regarding the payment of taxes, taxes or contributions to the general consolidated budget, etc., which show the lack of overdue debts at the date of their presentation; documents demonstrating that the economic operator may benefit from the derogations provided in art. 166 par. (2), art. 167 par. (2) and art. 171 of Law no. 98/2016 (if applicable),

- Declaration on avoidance of conflict of interests, according to art. 60 of Law no. 98/2016, regarding the decision-makers mentioned in the acquisition data sheet. For foreign bidders, any document deemed to be edifying in the country of origin or in the country in which it is established is accepted, such as self-declarations, certificatescriminal records or other equivalent documents issued by the competent authorities of that country, accompanied by an authorized translation in Romanian.

Note: The supporting documents requested in accordance with the above will be submitted by each partner in case of offer in the case of subcontracting, both bidder and subcontractor, and in case of offersupported by the third party, the documents will be presented by both the bidder and the supporting third party, as the case may be, documents demonstrating that the economic operator may benefit from the derogations provided in art. 166 par. (2), art. 167 par. (2), art. 171 of Public Procurement Law 98/2016, - Other editorial documents, as appropriate.

Non-submission of the IPAE with the offer (included)iv) for the associate / third party supporter) entails its rejection as unacceptable.

Along with the DUAE, the firm's firm commitment of the third party, as a result of the actual manner in which its support will materialize, or as the case may be, the subcontracting agreement and / or the association agreement.
