Framework Agreement for Air Passenger Services

Services provided by specialized legal entities with a view to the acquisition by the contracting authority of international airfares, according to the needs concrete site.

Frequency and value controf the documents to be awarded: Subsequent contracts will be awarded after re-payment for each trip (one or more tickets / travel) described in the tender, usually weekly. The estimated value without VAT of the largest subsequent contract that is expected to be attributed during the duration of the framework agreement according to the 2017 record is 11 273, 57 RON. Estimates of the minimum and maximum amounts of services that could be required:

1) during the whole framework agreement for air transportation services for passengers is estimated purchase a minimum of 641 tickets and a maximum of 2564 tickets; -2 ) For a single subsequent contract of those to be awarded during the duration of the framework agreement, for sInternational air passenger services are estimated to be a minimum of 1 ticket and a maximum of 5 tickets.

The bidders and, if appropriate, third-party supporters and subcontractors must not be in the situations provided for in Art. 164, 165 and 167 of Law no. 98/2016 on public procurement.

In the sense of the provisions of art. 63 par. (1) of the Law no. 98/2016 on-public procurement, decision-makers within the contracting authority are the following: Zisu Catalin-Stefanita, Cristea Ionel, Vasile Bogdan, Stefan Cristina, Raduslav Florin, Aslan Albert- Petru, Petrica Stelian, Paun Nicoleta, Ungureanu Arina Mirela, Ojoghin Elena, Gancea Ionut-Catalin, Negru Ana-Maria, Valeanu Stefan, Iordache Steluta, Scarlatescu Ionela-Catalina

The way-Completion: Complete the Single European Procurement Document (DUAE) according to art. 193 195 of the Law no. 98/2016 and according to ANAP Notification no. 240/2016 by the bidders and, if appropriate, third-party supporters and subcontractors with the information relating to their situation.

The supporting documents demonstrating the fulfillment of the assumed by completing the DUAE are to be submitted at thebidding by the contracting authority, only by the tenderers ranked in the first 10 places in the intermediate rankings drawn up to complete the bid evaluation. These documents may be: - a criminal record for the tenderer and for persons who are members of the administrative, management or supervisory body of that tenderer or have the power to represent, decide or co-operatentrol within it, as it results from the certifying certificate issued by the ONRC / constitutive act, - tax certification certificates regarding the payment of taxes, taxes or contributions to the general consolidated budget, etc., which show the lack of overdue debts at the presentation date - documents demonstrating that the economic operator may benefit from derogationsprovided in art. 166 par. (2), art. 167 par. (2) and art. 171 of Law no. 98/2016 (if applicable),

- declaration on avoidance of conflict of interest according to art. 60 of Law no. 98/2016, regarding the decision-makers mentioned in the acquisition data sheet. For foreign bidders, any document deemed to be edifying in the country of origin or country in cit has been established, such as self-declarations, certificates, criminal records or other equivalent documents issued by the competent authorities of that country, accompanied by a certified translation in Romanian.

Note: The supporting documents requested in accordance with the above will be the presence of each partner in the case of the joint offer, and in case of a subcontractboth the bidder and the subcontractor, and in the case of the offer submitted by the third party the documents shall be presented both by the bidder and by the supporting party. A) Registration: The bidders and, if applicable, third parties and subcontractors have to prove the form of registration under the law of the country of residence, from which they appear to be legally constituted, thatare in operation and have the capacity to carry out the activities covered by the framework agreement. Mode of accomplishment: Complete the Single European Procurement Document (DUAE) according to Art. 193 195 of the Law no. 98/2016 and according to ANAP Notification no. 240/2016 by the tenderers and, where appropriate, by third-party supporters and subcontractors. Evidential supporting documents ithe fulfillment of the assumed by the completion of the DUAE is to be presented, at the request of the contracting authority, only by the tenderers ranked on the first 10 places in the intermediate rankings drawn up at the completion of the evaluation of the tenders. When two or more offers have the same value of the financial proposal and are ranked in the same place, the contracting authority will conclude the framework agreement with all the economic operators ranked on the seats corresponding to the maximum number set in the tender notice.

Follow-up contracts-shall be attributed by resuming the competition between the economic operators signing the framework agreement, for the destinations / classes / duration / conditions of travel established by the contracting authority during the resumption stage of the competition. The assignment of the subsequent contracts will be done in compliance with the elements / conditions stipulated in the framework agreement, by resuming the competition whenever it will appear-the need to organize travel abroad of staff or delegates of the contracting authority. At the stage of awarding subsequent contracts by resuming the competition between the economic operators signing the framework agreement, the main element of the financial proposal is the lowest price of the air transport services (airline tickets) related to the destinations-requested (calculated as the ticket price amount of TS related flight taxes) subject to specific direct / indirect route requirements. The financial proposal will be expressed in euro and the payment will be made by the Contracting Authority in RON equivalent, at the average rate displayed by B.N.R. from the date of issue of each flight ticket. If within the attwo or more bidders submit a financial proposal of the same value, the contracting authority will ask them for a new financial proposal, the subsequent contract to be awarded to the bidder who submitted the best offer, ie the lowest price of the services air transport (calculated as amount ticket price tax amount dit is a TS flight.)
