Delivery of air conditioners for the equipment of server premises and administrative buildings and border checkpoints of the RSGP - Elhovo, Dragoman and Kyustendil

The public procurement includes delivery, installation and warranty maintenance within the warranty period of 170 (one hundred and seventy) inverter air conditioners. with the main characteristics, power and mounting points specified in the technical specification (attachwe № 1).

The procurement is for the supply, installation and warranty maintenance within the warranty period of 170 (one hundred and seventy) inverter air conditioners, as follows:

- 9 000 BTU - 47 pcs,

- 12 000 BTU - 71 pcs,

- 18 000 BTU - 41 pcs,

- 24 000 BTU - 11 pcs.

The main specifications, requirements and delivery points for installation, installation and warranty maintenance of air conditioners are specified in the technical specification (Annex No. 1)

1. The contracting authority shall remove from the participation in the procedure a participant:

- for whom the circumstances under Art. 54, para. 1, Art. 55, para. 1, item 1 and art. 107 of the Public Procurement Act,

- for which there is a prohibition under Art. 3, item 8 in connection with Art. 4 of the Law on Economic and Financial Relations with the companies, registered in jurisdictions with preferential tax regime, the persons controlled by them and their real owners,

- for whom circumstances under Art. 69 of the Anti-Corruption and Removal of Illegal Acto the acquired property

- whose proposal for the execution of the contract does not fulfill all the conditions of the technical specification (Annex No. 1) to the procurement documents and the conditions of the contracting authority.

2. By submitting tenders it is considered that the tenderers agree to all the terms of the contracting authority, incl. the period of validity of the tenders and the draft contract. (Art. 39, para. 1 of the AEAP)

3. The Contracting Authority invites the tenderers to extend the validity period of the tenders when it has not expired. When the deadline has expired, the contracting authority invites the tenderers to confirm the validity of their tenders for a new term set by him. A tenderer who does not extend or confirm the validity of his offer shall be removed from participation (Art. 35a, Para. 3 of the PPPOP)

4. The financial resource nand the contracting authority for the execution of this procurement is limited and within the estimated value. If a tenderer offers a price for the execution of the contract which is higher than the financial resource determined by the contracting authority, it will be excluded from participation in the procedure.

5. The guarantee for securing the performance of the contract is 5% (five percent) of its value in BGN withoutVAT, of which 2% (two percent) of the contract value intended to provide the guarantee maintenance provided for in the contract

The terms and conditions for the performance of the contract performance guarantee and its exemption are set out in the draft contract - Annex No. 4 to the procurement documents. The Contractor shall provide a document for lodging a performance guaranteethe contract at the date of its conclusion.

6. With respect to the participants of the associations, which are not legal entities, the assignor places a requirement under Art. 37, para. 4 of the AIPPP

7. The contracting authority provides unrestricted, full, free and direct access to all contract documents. The procurement documents are published on the website of the Directorate-General for Border Police - Ministry of Interior under the heading "Profile"of the buyer "in the electronic file of this order.

8. In case of change in the date, time or place of the opening of the offers, the participants will be notified through the" Buyer`s profile "in the electronic file of the order at least 48 hours before the newly appointed hour.

9. In connection with the procedure for consideration of tenders provided by the contracting authority - in accordance with the procedure of Art. 104, para. 2 of the Public Procurement Act and Art. 61 of the PDAB, the pricesuggestions may not be placed in a sealed envelope.

10. The Contracting Authority will provide potential participants with an opportunity to carry out an on-site inspection after prior agreement with the Contracting Authority`s representatives.
