Mowing and restoring meadows in the Natura 2000 area of Goričko within the project Gorička krajina

The Client will, within the framework of the project "Maintenance of the agricultural landscape for birds and butterflies in Goričko with the acronym Goriska Krajina, co-financed by the Republic of Slovenia and the European Union from the European Regional Development Fund, will maintain various activities and improved conditions and condition on 187.2 ha areas for ten target, qualificationsspecies and three qualifying meadows habitat types of the Natura 2000 Goričko area.

By mowing meadows that are in unfavorable conservation status, removing woody foliage and harvesting boned biomass, the contracting authority will improve the conservation status of four target species in 106 ha of meadowlands within the project Gorička Krajina (the scarecrow and dark antifouling, the meadow stagnant and the majesty), and three grassland habitat types (semi-natural dry grasslands on carbonate soils (qualification type 6210), meadows with a predominant cone (code 6410) and lowland extensive meadows (code 6510).

Removal of woody fruits and non-indigenous plants on overgrowing or mulching meadows will have an immediate and long-term positive effect on all meadow species.The selected tenderer (contractor) will have to perform the mowing according to the plan, which will be adapted to the ecological requirements of the target species and habitat types.

The Client will contribute to the reduction by active and direct protection of the qualifying meadow habitats and species related to them as part of the project Gorica the decline in biodiversity in the Natura 2000 area of.

106 ha of meadows is in variousm conservation status and a tailor-made cutting regime is provided for them according to the cutting plan. 106 ha of meadows are located on about 550 different plots of different shapes throughout the Natura 2000 area of Goričko, with an average size of 0.17 ha. All owners of these plots and meadows have signed a written contract to agree to mowing and restoring their meadows. Overall mowing and / or reciprocatingthese single meadow parcels include one, two or three times mowing in one year, depending on the conservation status of the meadow, the habitat type and the overgrowth of the plot with an invasive invasive plant species, i.e. giant golden pink and overgrown with shrubs and forest trees.

2.5.2.1 a) The economic entity or, provider or person who is a member of the administrative, managerial or supervisory ora gan of this economic operator or who has the power to act on it or to decide or control it, a final judgment has not been pronounced which has elements of the offenses referred to in the first paragraph of Article 75 of the ZJN-3.

2.5.2.1 b) on the day the tender is submitted, the tenderer must comply with the mandatory duty or other non-monetary non-tax liabilities in accordance with the law governing the financial management, collected by the tax authority in accordance with the regulations of the country in which it is established or the rules of the country of the contracting authority, or the value of outstanding maturing obligations on the day the tender is submitted or the application is not EUR 50 or more. The trader must have all tax payable in respect of income from employment for the period of the last five years up to the date of the submission of the offer on the day the tender is submitted.

2.5.2.1 c) Against the economic operator or on the date of submission of the offer, a bankruptcy, insolvency or bankruptcy procedure is not initiated or initiated, which is similar to bankruptcy in accordance with national law, the consequence or the purpose of which is the termination of business. Similarly, the provider's business operations may not be managed by the receiver or the court.

2.5.2.1 d) The economic operator on the day whenif the time limit for the submission of tenders can not be included in the register of economic operators with negative references in point a) of the fourth paragraph of Article 75 of the ZJN-3. 2.5.2.1 e) The economic operator should not be in the last three years before the deadline for submitting the tender by a final decision of the competent authority of the Republic of Slovenia or another Member State or a third country, a fine of twowork-related bonds

2.5.2.2. Conditions for participation in the suitability for the pursuit of a professional activity

The economic operator must be registered in one of the business registers kept in the Member State in which the economic operator is established. The list of business registers in the Member States of the European Union is set out in Annex XI of Directive 2014/24 / EU.

2.5.2.3. Conditions for cooperation with regard to economic andfinancial position

The total annual turnover of the provider in 2016 and 2017 must be at least EUR 100 000.

2.5.2.4 a) the provider has an employee who will be the team leader and who has at least VI. level of education and / or completed national vocational qualification in the field of agriculture.

2.5.2.4 b) the provider must have at least three employees who will beto ensure the timely and professional execution of the subject of the public procurement contract.

2.5.2.4 c) All registered personnel of the economic operator, providers must master Slovenian at all three levels (understanding, speaking, writing) at B2 level according to the Common European Framework of Reference for Languages (CEFR). 2.5.2.5. Other terms

Trader / the provider must own or lease the following equipmentfor the professional and current pursuit of the subject of this tender documentation:

• at least two tractors for the use of tractor mowers, • at least one front or side shear or disc tractor lawn mower, • at least one shear self-propelled / hand-operated mower, • at least one motorized piece with disc or thread, • at least one chainsaw, • one swather, • one baler and one • one grass turner. • Questions are sent by interested partiesno bidders on the public procurement portal.
