CPV Description: The purpose of this contract is to provide technical services to assist its Research Directorate in the control of studies during the design phase of new railways works by and during the implementation of its projects.

Main Site: Athens, GREECE.is the provision of technical services to assist its Research Directorate in the control of studies during the design phase of new railway projects from and during the implementation phase of its projects.

The work of the contractor of this contract will concern the control of studies, which it is currently managing. The studies may have been prepared by either designers /consultancy firms, in the framework of design contracts or in the context of construction works contracts.

The audit will generally include the examination of the technical feasibility of the proposed projects (with confirmation of the best technical and economical solution in the case of preliminary studies or a design phase) and the completeness in accordance with the regulations in force - design specifications withthe technical scope of the services of the contractor / service provider relates to the study of studies of the following categories of studies: - static studies (8) (technical works, buildings, etc.),

- geotechnical studies (21) (mines, embankments, foundation studies, etc.), - hydraulic studies (13).the scope of the services is defined either as a 2nd level control, ie as a control of the technical competence (including the confirmation of the optimal technical and economical solution in the case of preliminary studies or a stage of studies) and the completeness (according to regulations - specifications and special requirements of the employer) or, in special cases, as a 3rd level check, ie verification of the results of the study, by making independent calculations by solving a static or geotechnical model.

More specifically, and otherwise, according to the technical data referred to in Article 2 of the relevant publication. ) Participants entitled to participate in the procurement process

1) are eligible to participate, of course, or(a) a member state of the Union; (b) a member state of the European Economic Area (E. AC); (c) Third countries that have signed and ratified the SSS, to the extent that the public procurement contract is covered by Annexes 1, (D) third countries which are not covered by paragraph (c) of this paragraph and which have concluded bilateral or multilateral agreements with the Union, in matters of public procurement procedures

2) economic operator is involved either individually or as a member of an association

3)entities under the terms of article 19 and the cases c and d of paragraph 1 of article 77 of Law 4412/2016. These associations are not required to have a specific legal form for bidding. The association of natural or legal persons may relate to the same or different categories of studies.

B) Suitability for the exercise of the professional activity

Tenderers are required to be enrolled in the relevant professional register kept in their country of residence. Tenderers established in Greece are required to be enrolled in the registers of designers or study firms in the category (s) of study referred to in Article 12 (1) of the relevant declaration. Tenderers established in other Member StatesAre required to be registered in the respective Registers of Annex XI of Appendix A of Law 4412/2016.

In order to prove their suitability for carrying out their activity, it is required that: a) the tenderers established in GREECE must submit a bachelor`s degree or study design for the relevant study categories as follows: (1) in category (08), pt(b) Tenderers established outside Greece shall have the following qualifications: (b) in the category (21), grade B grade and above, 3) in the category (13), grade B grade and above; corresponding general experience, which will be evidenced by the experience of their executive staff in corresponding categories of studies and to indicate a staff potential of corresponding experience, by category of studies(2) 12 years of experience, one (1) 8 years experience designer and four (4) scholars of 4 years experience, - for geotechnical studies, class (8) 21) at least two (2) 12-year experience scholars, one (8) 8 years experience designer and four (4) scholars of 4 years experience, - for hydraulic studies, class (13)at least one (1) scholar of 12 years experience

1) the selection of the contractor will be made according to article 264 of Book II of Law 4412/2016 and under the conditions of this law

2) the financial offer will be drafted and submitted, in accordance with the provisions of Article 3 of the relevant Declaration, in accordance with Article 315 of Book II in conjunction with Article 95 (4) of Book I of Law 4412/2016. Each tenderer may submit only 1 offer. No bids are accepted for part of the conventional object of the study. 3) The available study data of Article 2.1) 9001 technical data will be delivered by the contractor, with each order for study review.

If requested in due time, ie by 22.7.2019, the contracting entity will provide alltenderers participating in the contract award procedure, additional information on the contract documents by 25.7.2019 at the latest.
