"Publication of advertisements, announcements and other texts related to the activities of the municipality of Varna in national and regional printed publications"

When executing the order, announcements, announcements and other texts related to the activities of the municipality of Varna should be published in national and regional printed publications with the activity of Varna Municipality, according to a technical specification with a deadline for publication, including an opportunitybut for printing within 24 hours from the time of filing. The deadline for publication in journals shall be coordinated with the period of publication of each issue.

When executing the order, announcements, announcements and other texts related to the activities of the Municipality of Varna should be published in national and regional printed publications, according to the Technical Specificationswith a time limit for publication, including the possibility of printing within 24 hours from the time of filing the application. The deadline for publication in journals shall be coordinated with the period of release of each issue.

The Contracting Authority reserves the right, within the term of the contract and the financial resource, to publish publications at its discretion in other printed publications, (volume up to 2 000 characters), 30 items (volume over 2 000 characters),

- national media - (volume up to 2000 characters), 80 pieces (more than 2, 000 characters) • The Contracting Authority does not ask the participants for eligibility for professional activity.does not impose requirements on the economic and financial standing of the participants. The participants in the procedure should meet the requirements of Art. 54, para. 1, item 1, item 2, item 3, item 4, item 5, item 6 and item 7 of the Public Procurement Act and Art. 55, para. 1, item 1 of the Public Procurement Act.

2. Specific national grounds for exclusion (Section D, Part III, EEDOP):

A. The participant should declare the absence or presence of an entryto enforce a sentence for a crime under Art. 194-208, Art. 213a-217, Art. 219-252 or Art. 254a-260 of the NK.

B. The participant (he alone) should not be associated with other participants in the present procedure under Art. 101, para. 11 of the Public Procurement Act.

В. The participant should not be established by a punitive decree or a court decision, violation of Art. 61, para. 1, Art. 62, para. 1 or 3, Art. 63, para. 1 or 2, Art. 228, para. (3) of the Labor Code or similar obligations established by an act of a competent authority under the law of the country in which the applicant or the participant is established. For the participant, the circumstances under Art. 69 of the Law on Counteracting Corruption and for Removing the Unlawfully Acquired Property.

E. Infringements under Art. 13 para. 1 ofThe Labor Migration and Labor Mobility Act.

The participant should meet the requirements of Art. 3, item 8 and Art. 4 of the Economic and Financial Relations Act with the companies registered in preferential tax jurisdictions, the persons controlled by them and their actual owners. In the absence of specific national grounds for exclusion for the participant, it is sufficient to indicate the "no" option in Part III "Exclusion Grounds", Section D of the Single European Public Procurement Document (EEDOP). The guarantees for the implementation of this public procurement shall be presented in one of the forms according to Art. 111, para. 5 of the Public Procurement Act. Pursuant to Art. 111, para. 2 of the PPA, the contracting authority sets out a guarantee for performance of the contract amounting to 3 (three)% of the value nand the contract to be submitted by the successful tenderer to the account of the contracting authority or to provide a bank guarantee or to provide insurance covering performance by covering the contractor's liability before signing the contract. 4. Award criterion:

The most economically advantageous offer on the basis of the award criterion "lowest price" according to Art. 70, para. 2, item 1 of the Public Procurement Act. The participant, proposingor the lowest price, ranked first, and the rest are ranked in descending order according to their bid prices. The authorities in the Republic of BULGARIA providing information on taxes, environment, employment protection and working conditions are: NRA, MOEW, EA and EA GIT.
