The subject of the order is to prepare a strategy, the creative concept and the implementation of education and information campaigns to promote the benefits of digital technologies as part of the project entitled "Education and information campaigns" (KEEP acronym) implemented under Agreement No. POPC.03.04.00-00-0001 / 17-00 on co-financing of the "Education and information campaigns" project under the Operational Program Digital Poland for 2014-2020 Axis priorytetowa 3 "Digital competences of society" Measure no. 3.4 "Education and information campaigns for dissemination of benefits from the use of digital technologies".

5. Employer pursuant to art. 29 para. 3a of the Act requires employment by the Contractor or subordinatea contractor on the basis of an employment contract within the meaning of the provisions of the Act of 26.6.1974 Labor Code (Journal of Laws of 2018, item 917 with amendments), in the time dimension adequate to the tasks entrusted, the person performing the activities involving the coordination of campaign implementation and ongoing cooperation with the Employer, which were discussed in detail in the SOPZ, activities related to the implementation of the order and are directlyon average related to the execution of the order, including the minimum remuneration for work determined on the basis of the Act of 10.10.2002 on the minimum remuneration for work (OJ 2017, item 847, as amended), throughout the period order processing.

The method of documenting employment for persons referred to in art. 29 para. 3a of the Public Procurement Law, the rights of the Employer in the scope of control of the companyfor the Contractor to meet the requirements referred to in art. 29 para. 3a of the Public Procurement Law and sanctions for non-compliance with these requirements were set forth in Volume III of the Terms of Reference Model Contract - 7. The Employer reserves the obligation of the Contractor to personally perform key parts of the order for the service in question, i.e. to prepare the Campaign Strategy and the concept of a creative campaign.

- Employer does not anticipatethem to award contracts referred to in art. 67 sec. 1 point 6 and 7 of the Public Procurement Law Act,

- the Ordering Party does not allow partial and variant bids,

- the Ordering Party does not provide for settlement in foreign currencies,

- The Ordering Party does not provide for an electronic auction,

- The Ordering Party does not provide for reimbursement of participation costs,

- The Employer requires employment by the Contractor or subcontractor onunder the employment contract, persons performing the activities referred to in the SOPZ for the implementation of the order, in accordance with art. 29 para. 3a of the Public Procurement Law, - the Employer does not anticipate the requirements referred to in art. 29 para. 4 Public Procurement Laws pertaining to employment of persons,

- the Employer does not allow the possibility of submitting an offer in the form of electronic catalogs or attaching electronic catalogs to the offer,

- Zamthe applicant did not conduct a technical dialogue prior to the initiation of the present proceedings, - the Awarding Entity does not provide for the conclusion of a framework agreement and does not establish a dynamic purchasing system, - the Employer, acting pursuant to art. 24 aa of the Public Procurement Law, will first evaluate the offers and then examine whether the Contractor whose bid has been evaluated as the most advantageous, is not subject to exclusion andconditions for participation in the proceedings,

- Contractors may apply for the award of the contract, who are not subject to exclusion from the proceedings for the award of a contract based on Art. 24 sec. 1 point 12 - 23 of the Public Procurement Law and paragraph 5 points 1-3 and 8 of the Public Procurement Law Act,

- At the request of the Employer, the Contractor is obliged to submit the following declarations or documents confirming no grounds for exclusionia:

1) current statement referred to in section III.1.3) sub-item 5 of the Announcement

2) current information from the National Criminal Register in the scope specified in art. 24 sec. 1 point 13), 14) and 21) of the Act Pzp

3) current certificate of the competent head of the tax office confirming that the Contractor is not in arrears with paying taxes - 4) valid certificate of the relevant local organizational unitj of the Social Security or Agricultural Social Insurance Fund or other document - 5) copy of the relevant register or central records and business information, if separate provisions require entry in the register or record of the Contractor's statement about the lack of a final judgment against him the court or final administrative decision on resignation frompayment of taxes, fees or social security or health insurance contributions

7) Contractor's statement about lack of a ruling against him as a precautionary measure prohibiting applying for public orders

8) Contractor's declaration of non-payment of taxes and local fees referred to in the Act of on 12.1.1991 on local taxes and charges (ie OJ of 2018, item.1445, 1588, 1669). - Within 3 days from the date of posting on the website, ie the Platform, the information referred to in art. 86 par. 5 of the Public Procurement Law, submits to the Employer a declaration on belonging to or lack of belonging to the same capital group,

- The offer validation period is 60 days,

- The offer is a completed and signed "Offer" form based on the model stAnnex 1 to Volume I SIWZ - IDW together with:

- Price form drawn up on the basis of the template constituting Annex No. 2 to Volume I SIWZ-IDW.

The Contractor is obliged to enclose the current statement on the day of submitting the offers and other statements or documents mentioned in the SIWZ.
