The subject of the order consists in the implementation of information and communication measures in the implementation of a proproject № BG16M1OP002-2.002-0003 "Design and construction of a pre-treatment plant for municipal mixed waste and a plant for composting green waste from Velingrad and Rakitovo municipalities" in order to ensure awareness raising of the municipality of Velingrad and Rakitovo Municipality for the role and contribution of the EU in the implementation of the investment project and the transparent spending of the villagerespecting the horizontal principles of transparency and publicity. The scope, scope and requirements for the performance of the public procurement are detailed and regulated in the technical specifications, which are an integral part of the present documentation.

Main Site: The territory of Velingrad municipality and Rakitovo municipality This item includes the following activities: - preparation and publication of a press releasein the printed media and the Internet sites of the municipalities of Velingrad and Rakitovo, - organization and holding of public events and official ceremonies, - production, delivery and installation of a temporary billboard and permanent information plate, - production and delivery of advertising posters, chemicals

The Contracting Authority does not lay down requirements as to the fitness for professional activityselection criterion under Art. 61, para. 1, item 1, proposal 1 of the Public Procurement Act. (A) The "total" annual turnover of the number of financial years required in the relevant notice or in the procurement documentation is as follows: . The public procurement will be financed under the project "Construction of a pre- cmmunicipal waste and green waste composting installation from Velingrad and Rakitovo municipalities "under the grant agreement BG16M10P002-2-0003-C1" Combined procedure for the design and construction of composting plants and pre-treatment installations for domestic Waste "under Priority Axis 2" Waste "of Operational Program" Environment "2014-2020For the lot number 2 "Production, printing and delivery of information materials (brochures, leaflets, folders, notebooks, T-shirts, hats)", reserved pursuant to Article 80, paragraph 1 of the RVPP, provided that at least 30 per 100 of the list of its members are from disabled or disadvantaged persons, in which case persons must be registered as specializedenterprises or cooperatives of people with disabilities at least 3 years before the date of the opening of the specific procurement procedure.

Specialized enterprises or cooperatives of persons with disabilities may take part in lot 2 of this procedure, provided they can to fulfill at least 80 per 100 of its subject with its own machinery, equipment and human resourcesrc. To fulfill the condition they may use subcontractors or invoke the capacity of third parties if subcontractors or third parties are specialized enterprises or cooperatives of persons with disabilities

The participant certifies its compliance with the above requirements by filling in Part II, Section A, field "Only if the order is reserved: the economic operator protectedis it a social enterprise or will it ensure the execution of the contract in the context of programs for creating sheltered workplaces ... "according to the requirements of the contracting authority and a declaration under Article 12, paragraph 6 of the PPL - sample № 5.
