The purpose of the network surcharge is to promote renewable energies and energy efficiency. The purpose of the network supplement is to promote renewable energies and energy efficiency. The ratio of electricity costs to value added brute is used to determine the electrical intensity. The tasks advertised in this call for tender are to examine the data provided by the applicants. These include proof of the gross value added, the report of the auditors, the proof of the electricity costs and that concerning the quantity of electricity withdrawn and the supplement paid accordingly.accordingly. It should also be ascertained whether the applicant is in fact entitled to reimbursement of the network surcharge.
The proof of qualification listed below must be provided in their entirety and without restriction or modification at the same time as the offer, since otherwise it will not enter into the matter on the latter.
CDQ 01 Economic / financial capacity.
The bidnaire has the economic / financial capacity necessary to carry out the mandate.
Certified true copies of the Commercial Register and the Register of Prosecutions not older than 3 months at the time the contracting authority requests them or, for tenderers aliens, equivalent official and foreign documents recently issued.
These supporting documents should only be provided upon request,-after the submission of the offer and before the award of the contract.
CDQ 02 Approval of the Federal Supervisory Authority for Auditing (RSA) to provide audit services.
CDQ 03 a) Respect for principles of the procedure
The tenderer confirms that he respects the principles mentioned in the Confederation Procurement Conference (CA) form.
(b) Supplementary Proof of Equal Pay for Men and Women

He can justify this experience by presenting 3 references, from which he has provided services in the 3 years preceding this call for tenders.
CDQ 05 Human Resources.
The tenderer has the resourcess required to fulfill the mandate in accordance with the terms of reference, to assess, during the entire duration of the contract, the requests for reimbursement of the network surcharge within four weeks of their receipt by the contracting authority, and provide the latter with a draft decision answering the specifications.
CDQ 06 Confirmation of the commitment of a qualiFor the duration of the project, the tenderer will hire a qualified person to lead the project and answer it to the contracting authority. A person meets the requirements for training and professional practice if he / she: (a) holds a federal diploma as a chartered accountant; (b) holds a federal diploma of expert-trustee, an expertiscal or expert in finance and controlling and has a professional practice of at least 5 years;
c) holds a degree in business management, economic or legal sciences awarded by a university or a senior Swiss specialist school or is a specialist in finance and accounting with a federal patent or a fiduciary agent with a federal patent, and justifies inthe cases of a professional practice of at least 12 years; the person in charge of the project must be a member of the fiduciary chamber.

Negociations: are reserved. The adjudicator does not engage in price negotiations.
