Service market relating to the provision of statutory risk insurance for communities and establishments affiliated and not affiliated with the Management Center and for itself

The Management Center of the Vosges territorial public service, represented by its president, proceeds to the present consultation with a view to sublaugh at the insurance contracts guaranteeing the financial risks linked to the statutory social protection of the personnel of the territorial collectivities, of the public establishments of the department including the Management Center, in application of article 26 of law n 84-53 of 26.1. 1984 amended amending statutory provisions relating to the territorial public service and Decree No. 86-552 of 14.3.1986.

The Management Center of the Vosges territorial public service, represented by its president, carries out the present consultation with a view to taking out insurance contracts guaranteeing the financial risks linked to the statutory social protection of the personnel of the territorial communities, public establishments of the department including the Management Center, in application ofarticle 26 of the law n 84-53 of the modified 26.1.1984 carrying statutory provisions relating to the territorial public service and the decree n 86-552 of the 14.3.1986.

The adhesion to these contracts is proposed to the territorial collectivities and to public establishments in the Vosges, whether or not affiliated with the Management Center. The framework agreement will be concluded for a period of 4 years.

The market is reserved forinsurance companies and persons authorized to present insurance operations with or without insurance intermediaries under articles L. 310-1 and following and L. 511-1 and following of the insurance code.

The market is in the form of a market comprising a firm section and several optional sections.

Firm section: market with purchase orders (articles R. 2162-1 and following of the code of public procurement) covering statutory risk insurance (Cnracl or Ircantec agents) for communities and public establishments employing up to 29 affi agentslinked to Cnracl.

Optional sections covering the insurance of statutory risks (Cnracl or Ircantec agents): one per community or public establishment employing up to 29 agents affiliated with Cnracl or specifically designated having deliberated to mandate the CDG in order to participate to the consultation.

The firm tranche is passed in the form of a purchase order contract in application ofs articles R. 2162-1 and following of the public procurement code, for communities up to 29 Cnracl affiliated agents.

Precision on the buyer profile:

The buyer profile authorizes the following operations:

- publication of the notice public invitation to tender,

- submission of applications,

- availability of documents for the consultation,

- submission of offers from candidates invited to negotiate.

PrecisIon on the application form: an insurance intermediary, agent or broker, must present an insurance company and attach the company mandate to his application.

Judgment of applications:

In accordance with article R. 2142 and according to the public procurement code, applications will be judged on the professional, technical and financial capacities of the candidates.dats.

In the event of a group, the operators must present the application documents for each member of the group.

In the event of subcontracting: the candidate produces the same documents concerning the subcontractor as those required of him.

In the event of a grouping or subcontracting, the representative must provide at the application stage, an authorization document signed by the other members.es of the group or the subcontractor and specifying the conditions of this authorization.

The assessment of professional, technical and financial capacities will be carried out in a global manner.

Applicants are prohibited from submitting several offers by acting at the same time quality of individual candidates and members of one or more groupings.

Financing ensured by administrative mandate by each territorial collectivity or public establishment adhering or subscriber.

Justification of the `no allotment: under R. 2113-2 and following of the command codee public, the absence of allotment is justified by the fact that devolution risks making it technically more difficult to perform the services.
