EPTM 2018 - control of access to 53 metro stations

The services include:

Main Site: Public transport network of the European Metropole of Lille

This concerns 15 metro stations (line 1 of the 4 Cantons stadium Pierre Mauroy station Eurasante CHU station). Benefits includethese include:

- the realization of gutters and the installation of ducts for the routing of power cables and networks in metro stations and the draw of these cables (includes the supply of high current and low current cables),

- the creation of power supplies at the level of the technical cabinets,

- the installation of new equipment related to the gates of conaccess troles, such as bollards for travelers,

- removal or removal of signage, equipment, furniture or shops in the metro station,

- the installation of building partitions - the civil engineering work and the restoration of the stationary coatings after the works.

1) MPS form or letter of application allowing to identify the candida(in the case of a grouping, the representative, each member of the grouping, the nature of the grouping) (the candidate may use the print DC1); (2) declaration on the honor referred to in Article 48-i of the Decree relative to public contracts or equivalent rule for candidates established abroad.

3) MPS form or declaration concerning the overall turnover of the candidate and, where appropriate, -the turnover of the area of activity covered by the public contract, covering the last 3 years. The turnover must be at least equal to 2 times the amount of work brought back to an annual exercise.

In accordance with Article 38 of the order of 23.7.2015, the execution of the contract will include an action of insertion by the obligatory economic activity in this market. For theApplicants who wish, a site visit of technical premises and areas not open to the public station will be organized on the basis of one day for each of the three lots:

- Lot A: Monday 3.9.2018,

- Lot B: Tuesday 4.9.2018,

- lot C: Wednesday 5.9.2018.

These visits are not mandatory. Candidates will be able to send their specific requests for visits from each of the lots up toFriday 17.8.2018 midnight. Their requests will have to be made on the platform via the tab. This procedure is part of the mechanism (MPS) which facilitates the access of companies to public markets by reducing the number of information requested, and in particular the administrative information already held by state administrations. In this context, will have to apply and bid electronically on the buyer profile: an MPS fold or a standard electronic bidding deposit; only companies with a SIRET number can deposit an MPS fold. There is no requirement for an electronic signature at the submission of tenders. Only the selected candidate will be required to sign the contract: either on a rematerialized document in paper format, it with its electronic signature certificate if the MEL offers it to him. For any problem of use of the platform of dematerialisation (connection, downloading, deposit of folds ...), the candidate can obtain a help via the link available on the platform. The candidate can apply with a DUMA, including an electronic DUME but he can not be limited to indicatesr he has the necessary skills and abilities. He must provide all the proof required under the conditions of participation. The offers of candidates with sufficient capabilities are analyzed in relation to the criteria for judging the following offers. They are identical for lots a, b and c.

The technical value, assessed with regard to technical memory 45%.

2) Relevance of the organization of the partitioning of construction sites: 3%.

3) Quality of the supplies (non-active equipment) and technical provisions: 2%.

4) Relevance of the methodologies and methods of realization: 25%:

- Scan screeds and genie-civil,

- of the perimeter of peage,

- technical gutters in adequation with the expected of the project,

- strong current work,

- weak current work and modifications RMS,

- deroulage cables,

- management of (5) Quality of the maintenance and safety of the existing installations in the station: 2%.

6) Quality of the work done: 5%:

- price of the services: 55%.
