Tender Details

Tenders are invited for Consulting: ToR Accompaniment Influence Public Policies Coffee Sector RD.

This consultancy is carried out within the framework of the project " Café Quisqueya: Bi-national project for the dissemination of Good Agricultural Practices and support for the implementation of National Coffee Programs with a mechanism for adapting to climate change " with the financial support of the LAVAZZA Foundation .

OXFAM: Oxfam is a global organization for development that mobilizes the power of people against poverty. We work directly with the communities and exert pressure on those who hold the power to ensure that they improve the conditions and livelihoods of the poor, and also that they are participants in the decisions related to them.

From Oxfam we understand that only an empowered citizenship that demands and fully exercises its rights can lead to the strengthening of a democratic State, which prioritizes policies focused on the reduction of poverty and inequality, especially those that affect women.

The strengthening of an active citizenship that fights against inequalities will continue to be our central goal as a country program.

We do this through three programs: Democracy and Citizenship, Humanitarian Action and Border and Binational Development.

One of the three programs that Oxfam implements in the country is the Border and Binational Development program that accompanies the development of binational policies between the governments of Haiti and the Dominican Republic that foster economic development, coexistence and the reduction of inequalities through the management of the territory and its natural resources. This program works several areas among which we can mention:

1. Governance:

it seeks to contribute to the existence of civil society organizations and local authorities empowered and articulated with the capacity to influence, develop and implement a binational cooperation framework in terms of land management and planning, which addresses key issues such as the management of natural resources shared, the risks of disasters, border markets and the mobility of people.

1. Border economic development:

We encourage the producers, traders and workers of the border area, particularly the women and young people of the border, to improve their economic capacities and the enjoyment of their social rights.

1. Disaster risk management:

We work so that people in a situation of greater vulnerability (women and children living in border areas, migrant workers and people in areas of high vulnerability to disasters, among others) feel more secure, have greater capacity to be heard and their rights and needs are respected and prioritized in situations of risk.

We also encourage the authorities of both countries to improve their ability to respond and prevent risks in a concerted manner, incorporating protection and gender approaches into their policies.

Partner organization CONCAFED:The CONCAFED is a fourth level organization that brings together the most important associations, nuclei and federations of coffee growers in the country, since August 23, 2006. The representative organizations of the Dominican coffee growers have been in existence for more than three decades. I work in the search to improve the living and working conditions of coffee families and preserve rural environments. After about 27 years of experience of the Federation of Coffee Growers of the South Region (FEDECARES), of 17 years of struggle and efforts of The Union of Coffee Growers Associations of the North Region (UNACAFEN), and the years of struggle and accompaniment of the Federation of Coffee Growers and Producers of San Juan de la Maguana (FECADESJ), it is possible to form the Dominican Coffee Confederation (CONCAFED).

Donor name : LAVAZZA FOUNDATION

3. Background and justification

The first intervention Lavazza / Oxfam has allowed, thanks to excellent coordination with cooperatives, local authorities, research centers, the private sector and central governments to achieve tangible results in both technical and political terms. The project supported the CONCAFED (National Confederation of Dominican Coffee Producers) in the creation of the Coffee table, a space for national dialogue that led to the definition of a national coffee strategic plan, in response to the crisis caused by the coffee of the coffee.

With this project, therefore, we intend to continue supporting the CONCAFED to place in the national debate the need for a public policy to recover the productive and commercial chain of the coffee sector, from an approach of social and gender equity, forging concrete commitments of investment among the main government actors. By 2018, it is intended to conclude with specific partners and authorities specific public policy measures that should be applied to improve the productive chain, aggregation of value, marketing of coffee, oriented to small and medium-sized producers and increase in the management capacities of the actors involved.

4. Oxfam working principles and adaptation to the norms and standards of learning and accountability

Our principles and values, based on our approach to rights, are reflected in all formal and informal guidelines, policies and work agreements that govern our work as a confederation and with our partner organizations and beneficiaries.

Work through partner organizations

For Oxfam, work in partnership is the cornerstone of our perception of the world and how to drive change. We aspire to have a positive, significant and sustained impact in the fight against global poverty and injustice, and we believe that we can only achieve it through a collective effort that brings together diverse actors. In general, we work with social and non-governmental organizations, as well as with national and international government agencies to carry out programs aimed at satisfying the needs and aspirations of the beneficiaries.

We trust that, through our partnership principles, our operating standards for programs and our program evaluation policy, the various types of relationships with different partner organizations to which we aspire will be patented - and we can be held accountable - as well as as the positive change we hope to achieve. All our work, both long-term development and humanitarian response, disaster prevention, campaigns and advocacy, is based on these principles.
