1. The Inter-State Committee for Drought Control in the Sahel (CILSS) has received funding from the African Development Fund (ADF) to cover the cost of project 2 of the Food Insecurity Resilience Program and in the Sahel (P2RS), and intends to use a portion of the proceeds from this grant to finance the contract for the feasibility study of the second project of the Regional Program for Building Resilience food and nutrition insecurity in the Sahel.

2. The services provided under this contract are summarized as follows:

- Consult and hold discussions with relevant ministries and agencies and civil society organizations on the criteria for selecting areas of intervention;

- Propose intervention areas based on the Country Resilience Priorities (PRP) of the countries and land degradation "hotspots" identified in the Land Degradation Neutrality (NDT) process;

- Conduct an economic and financial analysis of the program at country and regional level;

- Identify by country the promising priority sectors that will be supported throughout the value chain;

- Validate activities for the country in consultation with all stakeholders, estimate their costs and assess their technical feasibility including identification of risks and mitigation measures;

- Identify beneficiary capacity building activities;

- Identify and propose actions to promote gender and social inclusion;

- Identify the communication actions to be used both at national and regional level in connection with the proposed actions;

- Exchange with stakeholders and beneficiaries on strategies for implementing program activities at regional and country level, reflecting the role of municipalities, civil society and beneficiaries;

- Develop a logical framework for the project based on results-based management (RBM);

- Identify the priority actions and the implementation modalities of the program;

- Develop a program cost table for each country component and for the overall program by component;

- Evaluate the sustainability of the program`s actions and propose the appropriate measures;

- Develop a provisional timetable for the implementation of each country component and for the whole program and for each component;

- Propose the institutional scheme of implementation, the operational mechanism and the partnerships to be fostered;

- Develop a Strategic Environmental and Social Assessment Study (EESS) of the program;

- Prepare a project preparation report for the component of each CILSS member country as well as the regional component, including the description, location, quantities and costs of the proposed activities, a provisional timetable for carrying out these activities, and that the approach to their implementation taking into account the experiences gained from the P1_P2RS;

- Prepare a project preparation report at the regional level, ensuring coherence with the CILSS Sustainable Food Security Strategic Framework (CSSA), the ECOWAS agricultural policy (ECOWAP), the ECOWAS environmental policy

(ECOWEP), the Comprehensive Program for the Development of African Agriculture (CAADP), the UEMOA Agricultural Policy (PAU) and the African Development Bank`s "Feeding Africa" ??strategy.

3. The duration of the mission is six (06) months.

4. CILSS invites Consultants to apply for the services described above. Interested consultants must provide information on their ability and experience demonstrating that they are qualified for the services (documentation, reference of similar services, experience in comparable assignments, availability of qualified personnel, etc.). Consultants can partner to increase their chances of qualification. References for similar services must show for each assignment (i) the title of the assignment, (ii) the name, address and contacts of the client, (iii) the year of implementation including start dates and end of mission, (iv) the amount of the contract, (v) the list ofkey expertswho carried out the mission.

5. The eligibility criteria, the shortlisting and the selection procedure will be in accordance with the African Development Bank`s " Rules and Procedures for the Use of Consultants", May 2008 Edition, revised July 2012, which are available on the website of the Bank at: http://www.afdb.org .
