The Government of the Kingdom of Lesotho has received financing from the African Development Fund towards implementation of the Economic Diversification Support Project and intends to apply part of the agreed amount for this loan to payments under the contract for consultancy services for the Implementation of the Lesotho Apprenticeship Strategy.
The overall objective of the assignment is to engage a consultancy firm to support implementation of the recommendations of the apprenticeship strategy. In particular, the consultant will assist the tripartite organization to establish a dual study program whereby the graduates of institutions of higher learning are sufficiently exposed to industry and business practices to match the needs of the market and/or can relatively easily go into self-employment and/or business. The consulting firm will work closely with the tripartite organization to facilitate creation of a governing entity of the dual study program and develop clear guidelines, rules and procedures to enhance effectiveness of the tripartite organization to oversee implementation of the dual-study program. Furthermore, the firm will develop a dual-study program to create a bridge between academic education, skills development and workplace learning. Finally, as a way of promoting the employment benefits of dual study programme and its three elements (apprenticeship, internship and attachments) and support students, employers and sponsors, the firm will develop a communication and marketing strategy as well as the implementation plan for that strategy.
The estimated duration of this assignment is 12 months from the date of signing of the contract.
The Government of the Kingdom of Lesotho through the Ministry of Trade and Industry now invites eligible Consulting Firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Procurement Policy and Methodology for Bank Group Funded Operations, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
