Expression of Interest are invited for Consulting Services for Developing a School Infrastructure Database and Investments Projects Prioritization Tools


The Palestinian Government for the benefit of the Ministry of Education and Higher Education has received a grant from the Belgian Government towards the "Schools Construction, Rehabilitation and Equipment - PHASE IV" and intends to apply part of the grant proceeds for consultancy services.


The consulting services include providing "Consulting services for developing a school infrastructure database and investments projects prioritization tools" for educational buildings. term of Reference are available by hand at Central Tendering Department-MOPWH.

The assignment duration is 20 weeks.


The Ministry of Education and Higher Education now invites Engineering Consulting Offices/Firms that satisfy the following conditions to indicate their interest in providing this service:


Qualified by the Engineers Association -Jerusalem Center in Architecture, Structural, Mechanical and Electrical engineering. Offices/Firms that are qualified in Architecture and Structural engineering as a minimum can enter into joint venture (JV) with other offices qualified in Mechanical and Electrical engineering only, provided that this JV agreement must be endorsed by the Engineers Association and included within the submitted documents.

The consultant must enter into Joint Venture (JV) with local IT firm with relevant experience in complex database development, online tools development, GIS and tablet or phone-based field data collection surveys.

The Engineering Consulting Offices/Firms as well as their staff have adequate experience in such consulting and surveying of similar survey studies, knowing that the project shall be commanded in the English Language. The database and other electronic tools shall be developed primarily in Arabic with translation in English of the field titles.



Consultants shall be selected from the short-list in accordance with the procedures set out in the World Bank-s HYPERLINK "http://www.worldbank.org/html/opr/consult/contents.html" Guidelines: “Selection and Employment of Consultants by World Bank Borrowers (May 2004 Revised on October 2006 and May 2010)” following the Quality and Cost Based Selection (QCBS).


Interested Consultants may obtain a copy of the "Expression of Interest Document" from the Central Tendering Department, Al Bireh- Um Al Sharayet Al Amin Circle, Ministry of Public Works & Housing, Flat #9, during the regular working days from 8:00a.m to 2:30p.m and until (02/08/2018) for a non-refundable fee of 20 Euro paid at (Bank of Palestine- for the benefit of Ministry of Finance, Ministry of Education & Higher Education, Account No. 219000/13) not later than (02/08/2018) .

Interested Consultants must provide information in the English language indicating that they are qualified to perform

the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate

skills among staff, etc.). The Expressions of Interests must be submitted to the below address in a sealed envelope

with the name and Tender number not later than (12:00noon) of (30/08/2018)
