OBJECTIVE
Change negative behaviours that promote the spread of HIV/AIDS among the sexually active population in Sierra Leone at all levels of the Social Ecological Model (SEM) for behavior change.
Enhance awareness of relevant stakeholders on SRHR issues affecting sexually active population in Sierra Leone
Promote appropriate communication style to address discrimination and stigmatization against sexually active population in Sierra Leone that will increase access to family planning products and services
Generate demand creation messages that will enhance sales of social marketing products
SCOPE OF WORK
Conduct a desk review to understand the following: SRHR/HIV situation in the country; Media landscape for SRHR/HIV programmes including TV, Radio, interpersonal communication and peer education etc.: HAPP implementation lessons from existing evaluations ;
Design the strategic framework for improved understanding of the importance of HAPP BCC specifically addressing barriers and opportunities on SRHR issues including negative beaviours that influences health seeking behaviours, discrimination and stigmatization emanating from sociocultural, traditional and religious beliefs, Gender based violence (GBV) and other harmful practices such as FGM/C etc.;
Design and develop the SBCC Strategy through the use of the Sierra Leone Communication Strategy for the reduction of teenage pregnancy and Sierra Leone Health promotion strategy 2017-2021 and write-up for a better understanding of the challenges to be addressed and of the social and behavioural drivers that facilitate or act as barriers to uptake the desired behaviour(s).
The communication component should include information from the situation analysis, communication objectives, audience segmentation, program approaches and synergies with other projects for possible integration and complementarity (strategic approaches - mix of tools, channels, vehicles, and media which will convey and mutually reinforce messages) that will engage sexually active women, men, girls and boys between the ages 15 - 35 in communities, a work plan, and a plan for monitoring and evaluation.
Conduct interviews and/or focus groups with multiple stakeholders such as MOHS, NAS, UNFPA, WHO, UNICEF, UNAIDS, INGOs, SMOs, local leaders and district authorities, religious and opinion leaders and target groups of IMF and SM components to determine best approaches, messaging, and mediums for SBCC outreach. Develop interview guides and provide interview notes accordingly.
Conduct pre-testing of messages, and suggest the appropriate channels to disseminate each key messages;
Prepare presentations on key findings, lessons learnt and recommendations for CARE, NAS, SlaDA and other important stakeholders;
Hold meetings with key stakeholders to endorse the strategy (individual, groups of stakeholder?);
Finalize the SBCC strategy and share with NAS and CARE who will in turn share with other partners including SLaDA.
