Expression of Interest are invited for Consulting Service for Upgrading and Enhancement of the Existing Policies, Procedures, Workflow and Organizational Structure of the Ministry and HR System.

The Ministry of Investment and International Co-operation (MIIC) acting as the government entity in charge of bridging the financing gap for Government Developmental Projects through Official Development Assistance (ODA), has a Grant from the MENA Transition Fund with technical implementation by the African Development Bank to support the Ministry in strengthening the efficiency and effectiveness of the Ministry in aid coordination/management of Official Development Assistance (ODA) & resource mobilization to contribute to the socio-economic welfare of the country and the government. Part of the proceeds of this grant will be directed to conduct a thorough assessment of the existing policies, procedures, workflow and organizational structure of the Ministry and to develop its HR system.

The services included under this assignment should cover-but are not limited to- the following:
(a) Identifying MIIC organizational, technical and functional capacity towards its mandate
(b) Recommending a comprehensive enhanced ODA management framework based on the identification process
(c) Proposing needed institutional capacity development requirements to meet objectives.
(d) Aligning the HR system to the proposed institutional development.

The Ministry of Investment and International Cooperation (MIIC) now invites eligible Consultants to express their interest in providing the above-mentioned services, Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute jointventures to enhance their chances of qualification. Consultants should possess a team that at the minimum has the following key professional staff:
- Organizational Development Expert;
- Donor Project Management Expert;
- Process Management Expert; and
- HR Expert

Eligibility criteria (restricted to Member Countries of the African Development Bank only),
establishment of the short-list and selection procedure shall be in accordance with the
African Development Bank’s: “Rules and Procedures for the Use of Consultants May
2008 Edition-Revised July 2012” which is available on the Bank’s website at
http://www.afdb.org.
