BACKGROUND

In Latin America there are approximately 85 million people with disabilities [1], of which 8 million, approximately 10%, are estimated to be children under 14 years of age. In the seven countries that make up the Central American isthmus, there are at least 3 million people with disabilities [2]. About 82% of people with disabilities in the region live in poverty [3], which in many cases also affects their families and forces them to live in marginal areas prone to disasters.

The number of people with disabilities is growing in part due to the aging of the population and in part to environmental and social factors, such as the increase of chronic health problems associated with work and traffic accidents, disasters, conflicts, eating habits and substance abuse.

Specific objectives

· Improve the participation of children, adolescents and adults with disabilities in the plans and procedures to prepare and respond to emergencies and disasters in the countries of Central America.

· Create public and political awareness of the needs and rights of persons with disabilities in the processes of disaster risk reduction, with special emphasis on accessible information and communication

III. TASKS AND / OR MAIN RESPONSIBILITIES

CAPACITY DEVELOPMENT AND TRAINING

· Reactivate the National Committee on Emergency Disability.

· To elaborate a Plan of Continuous Training on the Norms, at national, regional and local level with the diverse actors involved in the inclusion, protection and attention of people with disabilities in the preparation and answer.

· Identify, among the actors involved, multipliers to receive the training of trainers (ToT).

BUILDING AWARENESS AND MOBILIZATION IN THE COMMUNITY

· Develop a workshop to analyze the situation and participation of children and adolescents with disabilities in emergencies.

POLICIES AND PLANS

· Review the strategic plan of the Emergency Disability Committee and integration into the national plan of the National Risk Management System (SINAGER).

· Develop three national workshops for the development of the Inter-institutional Plan for the Protection of Children with Disabilities in Emergencies.

· Develop two participatory monitoring exercises on the implementation of the Standards for the inclusion, protection and care of people with disabilities in the preparation and response (Set of indicators defined by UNICEF).

IV. EXPECTED PRODUCTS

· Work plan reviewed and adjusted with the participation of the Emergency Disability Committee.

· Strategic plan and follow-up on the implementation of the Rules for the Inclusion, Protection and Attention of Persons with Disabilities in Preparedness and Response to Emergencies and Disasters developed participatively.

· Inter-institutional plan for the protection of children with disabilities in emergencies developed participatively.

· Implementation of the continuous training plan on the Norms for the inclusion, protection and care of people with disabilities in emergencies and disasters, at the national, regional and local levels.

· Document analyzing the situation and participation of children and adolescents with emergency disabilities. (Methodological document, participatory workshop development, systematization).

· Final document of adaptation process, lessons learned and recommendations.

V. REQUIRED PROFILE

Academic training

· University professional in the areas of social sciences, education or related areas.

· Graduates, courses and participation in national and international events in the field of risk management, inclusion of vulnerable population, planning of programs and projects will be valued.
