The Kingdom of Morocco has received a grant from the African Development Bank (AfDB) to finance the project to support the development of the strategic study on the Treasury Department and
(DTFE) and intends to use a portion of this grant to finance the contract of a consulting firm to develop a risk mapping and manual of procedures.
The services provided under this contract include:
(i) the establishment of a risk map in order to have a global inventory of vulnerabilities and to propose prevention, mitigation and management measures.
It will identify the risks that could hinder the effective and efficient implementation of DTFE`s activities and missions, graphically represent the hierarchy of risks, analyze them and propose an effective prevention and management system. impact;
(ii) the development of a manual of procedures that will improve the efficiency of the management processes and will constitute for the Management, the concentrate of his organization, his memory capitalizing the individual and collective know-how and will be a document common use for all actors.
The consulting firm which will be selected for the realization of this service will have to
provision of the DTFE, for a period of seven (7) months, a team composed of expert consultants
qualified senior staff (a project manager and experts for each mission (i) and (ii)) and
proven professional experience in the fields covered by the missions to be carried out, in particular
organization management, steering and risk management, organizational auditing,
evaluation of internal control and project management.
The Ministry of Economy and Finance invites the Consultants to submit their applications in
to provide the services described above.
Interested consultants should produce information on their ability and experience demonstrating that they are qualified for the services (documentation, reference of services similar experience in comparable missions, availability of qualified personnel, etc.).

The eligibility criteria, the establishment of the shortlist and the selection procedure will be in accordance with the "Rules and Procedures for the use of Consultants" of the African Bank of
Development, May 2008 edition revised in July 2012, which are available on the Bank`s website at http://www.afdb.org.
