I. Background and Justification:
In the article "Advances in early childhood development: from neurons to large-scale programs" ?? by Rafael Pérez-Escamilla et al., published in the Medical Bulletin of the Children's Hospital of Mexico, volume 7, in April 2017 reads:
Early childhood development (ECD) is the basis for the economic and social development of countries and their ability to meet the Sustainable Development Goals (SDGs). The gestation and the first 3 years of life are fundamental for children to have adequate physical, psychosocial, emotional and cognitive development for the rest of their lives. The upbringing and caring and sensitive care for the needs of children during pregnancy and early childhood are essential for the development of the trillions of neurons and trillions of synapses needed. The DIT requires access to good nutrition and health services from pregnancy, sensitive upbringing according to the stage of development of the child, social protection and welfare of the child, and opportunities for stimulation and early learning.
For this reason, Unicef ??is implementing early childhood stimulation and learning centers, called Family Child Development Spaces (EDIF), in order to contribute to the integral development of children in seven municipalities of Guatemala. These centers began operating in 2015.
In addition to Unicef ??centers, there are other timely stimulation programs in the country that have operated for a longer period. One of them is the program Municipal Gardens for Children and With Your Children Complies of the Municipality of Guatemala which have operated for more than 20 years.
Despite the long period of implementation, these municipal programs have not yet been evaluated in terms of their effectiveness in improving the integral development of children, through standardized instruments and random selection methods.
Given the importance of the issue of early childhood development for UNICEF and its policy of implementing and promoting the implementation of programs that are evidence-based, it is interesting to know if, indeed, the interventions of the Municipality of Guatemala have any effect in the different areas of early childhood development.
In this framework Unicef, through these terms of reference, seeks to hire a firm that carries out a rigorous evaluation of the program Con tus Hijos Complies in its effectiveness to improve the different areas of development of early childhood, such as cognitive skills, social and emotional.
II. Purpose:
The purpose of the consultancy is that a firm, company, think tank, university or similar entity, through the proposal of a rigorous methodology, can provide evidence about the effectiveness of the program Con tus Hijos Cumple of the Municipality of Guatemala, to help improve the different areas of development (cognitive, social and emotional skills) in early childhood.
III. Expected Results, Tasks and Responsibilities:

V. Signature profile:
§ At least five years of experience in the application of standardized tests to measure learning.
 · At least five years of experience in the application and analysis of tests to measure scales of child development.
 · At least five publications on issues related to the evaluation of learning and development in childhood or adolescence.

VIII. Way to pay
Three payments will be made: 15% of the total consultancy upon delivery of product 1; 40% upon delivery of product 2 and the remaining 45% upon delivery and acceptance of the product 4.
