Tenders are invited for Consulting: Design of the Monitoring and Evaluation System of the National Institute for Comprehensive Early Childhood Care (INAIPI).

· BACKGROUND:

The Government of the Dominican Republic (GdRD) has established early childhood investment as one of its main priorities. As part of these efforts, INAIPI was created in 2014 through the provisions of Decrees 102-13 and 461-14, supplemented by Decree 498-14, which declares 2015 as the "Year of Comprehensive Early Childhood Care" ", being established as a functionally and territorially decentralized organ, attached to the Ministry of Education of the Dominican Republic. (See Annex No.1 Current organizational structure).

INAIPI is the result of the effective implementation of the National Plan of Protection and Comprehensive Care for Early Childhood "Quisqueya Empieza Contigo", which is managed by the General Directorate of Special Programs of the Presidency (DIGEPEP), an entity attached to the Ministry of the Presidency. Within the framework of this Plan, the Presidency of the Republic established a set of targets for coverage of early childhood care, both for the implementation of service units, as well as the strengthening of parental skills of families and training of human resources: INAIPI was given the mission of managing the activities corresponding to the achievement of these goals.

To such ends, the general strategy adopted drives the implementation of a Comprehensive Care Model that considers the multidimensionality of child development and that calls for participation in its implementation to other public and private bodies, families and communities, thus promoting the generation of social co-responsibility in the care that must be offered to early childhood, with emphasis on overcoming the educational vision of care.

The Comprehensive Care Model includes six (6) components and two (2) service programs. The components of the Model are:

· Initial education.

· Health and nutrition.

· Protection against abuse and violence.

· Detection and early attention to special educational needs and disability status.

· Birth registration and identity.

· Participation of the family and the community.

The service programs are 1) direct attention to children through the Centers for Comprehensive Early Childhood Care (CAIPI) and 2) the Family and Community Based Program (PBFC). These deliver services to children and families corresponding to the five (5) first components of the model.

The PBFC includes the Community Centers for Childhood and Family Care (CAFI) and the strengthening of existing experiences of local providers of early childhood care services. The CAIPIs and the CAFIs operate as a service network. A multidisciplinary team based in CAIPI is in charge of continuously monitoring the quality of the services offered by the network.

CAFIs accompany the families of children in the community who can receive care in their own home. The CAFIs are managed directly by INAIPI or co-managed by national or international NGOs, faith-based organizations and others, which receive financing, training and technical assistance from INAIPI through a reciprocal cooperation agreement.

Strengthening existing experiences of other local early childhood service providers includes the assistance of national or international NGOs, faith-based organizations and others through which INAIPI provides financial and material resources, technical assistance and training. so that these local experiences guarantee a minimum quality standard in the services they offer.

· JUSTIFICATION:

INAIPI promotes different efforts for its continuous institutional strengthening and its attention model, one of the priority actions to achieve it is the design and implementation of a Monitoring and Evaluation System. In the face of such an important action, the support of an expert with experience in the development of systems for monitoring and evaluating comprehensive care policies aimed at early childhood by governments with national scope is required.

III. OBJECTIVES AND SCOPE:

3.1. General purpose

The purpose of this contract is to have specialized technical services to conduct the process of designing a monitoring and evaluation system through which INAIPI can manage the continuous process of collection, processing, analysis and dissemination of information based on indicators that they support the assessment over time of the achievement of their interventions (plans, programs and projects), considering the chain of results corresponding to these interventions and the usefulness of the information in supporting budgetary and policy decisions.

3.2. Specific objectives

In more specific terms the required design should:

3.2.1. Determine the purpose and scope of the M & E system that INAIPI needs: how broad should the system be?

3.2.2. Identify information needs and performance indicators: what does INAIPI need to know in order to carry out the monitoring and evaluation of its plans, programs and projects, in order to properly manage them?

3.2.3. Plan the collection and organization of information: how will the required information be collected and organized? How will the data be managed?

3.2.4. Plan a communication and prepare quality reports: how and to whom to communicate what, in relation to the processes and achievements?

3.2.5. Plan the processes and exercises of critical reflection: how will INAIPI make the information gathered meaningful and how will it use it to introduce improvements?

3.2.6. Plan the necessary conditions and capacities, based on the current institutional situation and the desired scenario: what to do to ensure that the M & E system works in practice?

The consulting service will consider in-depth examination of the context in which the M & E System will operate, in order to produce a design appropriate to the needs and information requirements that INAIPI needs for effective and efficient management of its processes, maintaining proper informed to different stakeholders in relation to their achievements and difficulties, at the same time, making possible the feedback of the design of their plans, programs and projects. This entails an exhaustive process of document review in relation to the work of INAIPI and a broad process of consultation with interested parties regarding their information needs.

INAIPI is a national public sector organization that, in turn, is part of the National System of Protection and Comprehensive Care for Early Childhood, situations that determine the design of a wide-ranging M & E system that is part of the the management by results model (GPR), a model that guides the role of public institutions towards the generation of public value. That is, the set of goods and services (products) that are delivered to the population and that meet social needs, thus contributing directly to the achievement of policies.

Included in the scope of the preparation is a guide for the implementation of the M & E System resulting from the design process and a report on the specifications of resource requirements such as personnel, training, documentation (policies, protocols, procedures), software and others. Also included is the trial of a pilot experience through which the viability of the proposed design can be verified.

· EXPECTED PRODUCTS AND ACTIVITIES

Product 1: Consultancy work plan agreed upon with INAIPI highlighting the phases of analysis, design, preparation of the guide, training, pilot implementation and determination of software requirements specifications.

Activity:

· Prepare the work plan for the consultancy period. A work plan, including an implementation schedule, should be presented at the beginning of the consultancy, detailing all the activities to be carried out to achieve the proposed products and objectives, indicating the times and requirements for their execution. This work plan must be agreed with the Planning and Development Directorate of INAIPI.

Delivery: Week 2 of the consultancy

Output 2: Report with the results of the analysis of the current situation of the M & E in the INAIPI.

Activities:

· Review the institutional reference documentation. This includes knowing the technical foundations associated with Early Childhood Development (DIT); the policy instruments that gave rise to INAIPI, its internal structure, process map, the documentation of its programs, the operation of its centers and service networks, its insertion in the National System of Protection and Comprehensive Early Childhood Care, in the Public Management Monitoring System (SMMGP) and in the Presidential Goals System; the proposal of the Early Childhood Statistical System; documentation associated with the objectives of the consultancy, such as, strategic plan, operational plans, integral scorecard (CMI), indicators and reports of the institution.

· Analyze the current status of M & E in the INAIPI. This action includes recognizing strengths and weaknesses, progress and lags, opportunities and challenges, levels of understanding and resistance, accumulated experiences and present expectations at different levels.

Delivery: Week 6 of the consultancy

Output 3: Implementation Guide of the M & E System of INAIPI prepared.

Activities:

· Determine the objectives and scope of the M & E System. Together with key personnel of INAIPI and related institutions, define the functioning system, roles, indicators and levels of analysis of the possible M & E System.

· Carry out the stakeholder analysis. This entails the identification of the different actors and type of information that each stakeholder requires, an action that will likewise be undertaken with the participation of key INAIPI personnel.
