Background and Context :

Upper-middle-income country, Gabon ranks only 112 out of 187 countries ranked according to their Human Development Index. The latest 2005 poverty survey indicates that one-third of Gabonese live below the national poverty line and that households in the richest quintile account for half of the country's wealth. Poverty is deeper in rural than urban areas, but three-quarters of the poor live in cities.

UNICEF's 2018-2021 Strategic Plan emphasizes the second decade as an emerging priority as adolescence is a time of great vulnerability for children and an opportunity for development actors such as UNICEF, to make targeted investments that can generate significant dividends.

Teenagers make up 21% of Gabon's population. There are 358, 402 individuals with almost as many girls as boys (RGPL, 2013). They are prone to dropping out of school, unemployment, precarious jobs, pregnancy, maternity and early marriage, and abortions. But also to certain infectious diseases such as HIV and STIs and the consumption of alcohol, narcotics and other addictive substances. Adolescent girls are more likely to die during childbirth than their elders and their children are generally at a greater risk of dying than those born to older mothers. Early pregnancy is also, in 55% of cases, the cause of school failure that can lead to dropping out (Study on adolescent pregnancy in schools, 2015).

With regard to HIV / AIDS, the country is still in a generalized and highly feminized epidemic. The prevalence among 10-14 year olds is 1% with an equal distribution of the epidemic among girls and boys. Feminization is more pronounced among 15-19 year olds with a prevalence of 1.5% for girls and 0.4% for boys. They are teenagers, infected by their mother, but also and above all sexually infected.

The persistence of sexually transmitted infections, including HIV, and teenage childbearing is a consequence of early sexuality, limited knowledge, and low use of prevention. Deaths due to AIDS are partly related to the low use of screening and the low attendance of health care facilities. Adolescents' access to quality sexual and reproductive health care remains insufficient (PNDS 2017-2021).

Justification :

The role of adolescents and young people is paramount in the policies, initiatives and projects put in place in recent years by the Gabonese government. For example, the Human Investment Strategy of Gabon (SIHG), the Equal Opportunities Program, or the new National Plan for Sanitary Development have chosen to give them a more important place.

The last National Plan for Health Development has reserved for adolescents a more important place than the previous ones. Adolescent health is more oriented towards sexual and reproductive health, including HIV / AIDS, but also the fight against alcoholism, smoking, drug addiction and the consumption of other addictive substances.

The new framework of cooperation between Gabon and the United Nations for the period 2018-2022, defined as a second axis, inclusive development that takes into account health and education at all ages. This axis is in line with the Sustainable Development Goals (SDGs) 3 and 4 which focus on these two areas.

The new Gabon-UNICEF Cooperation Program falls within this axis and one of its objectives is to improve the state of health and well-being of adolescents, especially the most deprived, and to offer them a quality education for children. promote their social rise. It offers an integrated approach to planning interventions for adolescents to strengthen their development and participation in promoting their rights.

Behavioral determinants and social norms that may hinder the development and development of adolescents remain preponderant and constitute bottlenecks, hence the need to develop and implement an Integrated Communication Plan that promotes change in behavior and, as a result, lasting social change.

Communication is the process by which people become the main actors in their own development. Communication for Development (C4D) aims to promote, develop and implement policies and programs that improve the quality of life of people. It occupies a central place in meeting the information, communication, participation and empowerment needs of the different groups of participants, particularly the most vulnerable, with a view to achieving the Sustainable Development Goals (SDGs).

The effective implementation of the C4D strategy in Gabon is very recent. Its effective application is made through awareness campaigns on specific childhood issues in the absence of a systematic and integrative overview of the various strategies, mechanisms and tools of the C4D which largely limits the impact this approach is meant to promote positive attitudes and ensure community buy-in.

Conscious of the role and the place of the C4D in the future of the country, the actors involved in the implementation of the activities involving the community recognized the predominant role of the C4D as a factor of dialogue between the actors of development and valorization of the voices and aspirations of communities. The development of an Integrated Communication Plan for the Promotion of Adolescent Health will streamline C4D activities, bring coherence to approaches, strengthen ownership and national expertise, and systematize a C4D planning approach. based on proven evidence and tools in the field.

Goal and Objectives :

The recruited consultant will be responsible for developing an Integrated Communication Plan for promoting the health and well-being of adolescents in Gabon. It will also benefit from the supervision of experts from the Ministry of Health and the technical committee that will be set up.

The developed document will be made available to promotional, preventive and curative health services for adolescents and young people. This activity helps to strengthen the capacity of promotional, preventive and curative health services for adolescents.

Methodology and Technical Approach :

The methodology will focus on (i) the desk review, (ii) interviews with key national experts and actors, (iii) focus groups with the target, and (iv) validation of plenary papers. The document must be pre-approved by the technical committee, followed by a validation of the deliverables in the workshop by an enlarged committee of experts.

The consultant will be assigned to the office of UNICEF in Gabon or will be provided with an office and supplies. He may, if he wishes, work from his hotel or any other premises, and request from the UNICEF office the sharing of documents and support for reprints.

The consultant will have 30 days from the date of signing the contract to produce the document.

The committee will meet regularly at the Ministry of Health, where the consultant will meet for follow-up meetings.

Supervision lines :

The recruited consultant will be under the supervision of the UNICEF Adolescent and HIV Specialist. It will also benefit from the supervision of the experts of the Department of Health Education of the Ministry of Health and the technical committee that will be set up.

Qualifications and Knowledge :

The international consultant to be recruited must have at least:

§ Master's degree in social sciences and behavioral change, sociology, demography, anthropology, communication or any other field of social sciences

§ At least 5 years of experience in conducting and developing Integrated Communication Plans with focus on adolescents (Produce references to PIC documents)

§ Field experience in preventing and / or building the capacity of those involved in the fight against the scourges that affect adolescents and young people.

§ Familiarity with United Nations system procedures

Cost of the consultancy:

The recruited consultant will have to be at Master level, with a professional experience of at least 10 years.
