Background

UNICEF as the organization of the United Nations System that ensures the protection of the rights of children and adolescents and bearing in mind that, during emergency situations, this population group is especially vulnerable to diseases, malnutrition and violence, develops essential actions aimed at saving their lives, protecting them and, in general, promoting the guarantee of their rights.

UNICEF participates in various coordination spaces with the country's humanitarian actors, where central government agencies, cooperation agencies and international and national non-governmental organizations also participate; being of vital importance the coordination that is established directly with the municipalities and the communities since in this way the most effective way is assured for the quick response to the emergency and in the stage of the early recovery and reconstruction. These alliances are essential to guarantee a comprehensive and effective response during the emergency and enable the execution of a greater number of actions for the protection of the rights of children and adolescents, which is of particular importance in emergency situations.

In order to increase efficiency and effectiveness, UNICEF El Salvador is carrying out a process of identification and pre-selection of professionals that will become part of a national roster of consultants, which will streamline the recruitment processes for humanitarian response.

Be understood by roster of consultants, a bank of professionals trained in the priority areas of UNICEF for emergency preparedness and response, who, although they will not be linked through a contract during the term of the roster (3 years); they will be available to participate in the preparation meetings, carry out the training indicated by UNICEF, and begin functions immediately when UNICEF requires it in an emergency situation.

Justification

In order to develop the different actions aimed at the humanitarian response and taking into account the responsibility of UNICEF in the system of clusters at a global level, it becomes essential to have additional human resources specialized in the various sectors that can support in planning and execution, as well as in monitoring, if necessary even in the field.

For this reason, UNICEF must ensure that it has a roster of professionals specialized in the sectors of health and nutrition, water, sanitation and hygiene, protection and education, who may even go to the affected areas, in order to carry out the actions planned for the humanitarian response.

How can you make a difference?

Specific objectives

The consultant will be under the supervision of the Specialist or Officer in charge of each of the intervention areas: health and nutrition, water, sanitation and hygiene, protection and education. The main specific objectives of the consultancy will be the following:

§ Support in the establishment of an inter-institutional coordination mechanism or thematic groups, to guarantee the coordinated response in the sector, and participate in planning and coordination meetings.

§ Support in the collection and management of reliable information, also specific to the sectors, in coordination with government officials, other United Nations agencies and local partners.

§ Facilitate coordination with humanitarian partners in the sector: national and local government authorities, United Nations agencies and national and international NGOs.

§ Execute visits to the affected places to collect information on the situation and monitor the implementation of humanitarian response programs at the local level according to plan; promoting the adoption of the gender equality approach and priority attention to groups in vulnerable situations.

§ Prepare reports with their respective means of verification: attendance lists, photographs, videos, among others.

§ Identify good practices and lessons learned, systematize the obtained inputs and prepare a document.

§

§ Support the preparation of donor program documents and reports related to the humanitarian response in the sector.

Methodology

The consultants who are part of the roster will be asked to participate in preparation meetings, as well as training in humanitarian action, minimum standards and UNICEF regulations.

The consultant will work under the supervision of the Specialist or Officer in charge in each of the intervention areas and will coordinate with other sectors of the office involved in the preparation and response to emergencies.

The consultant will participate in the meetings and activities of the sector, when necessary.

The consultant will develop its activities, in accordance with the planning developed by UNICEF in coordination with the other agencies of the United Nations System and in support of the governmental agencies and national and international NGOs with whom it is coordinated inter-institutionally.

Products to be delivered

§ Work plan, with its corresponding schedule of activities.

§ Progress report (s), as requested by UNICEF.

§ Document of systematization of good practices, lessons learned and difficulties faced, including an audiovisual resource of the experience supported.

§ Final report of the activities developed that include the results obtained with the consultancy.

Working conditions

Supervision will be in charge of the Area Specialist or Officer.

It will be decided depending on each case, if the consultant will work in the UNICEF office in El Salvador, or if he will work in the affected areas. Depending on this, an adequate space will be allocated for the development of the work. It will also have an official UNICEF email address to be able to communicate more easily with the regional office, other United Nations agencies, and government officials.

Profiles requested by sector

Education :

· Bachelor's degree in education.

· With at least 3 years of experience in design, management and monitoring of emergency programs with the education sector, either in national and / or international organizations.

· With proven experience in the implementation of non-formal educational programs with children and adolescents, and training directed at the community level, as well as in the prevention of violence, gender equity and inclusion.

· Knowledge and management of playful, participative methodologies and educational adaptations.

· Knowledge of minimum standards for education in emergency situations.

Protection :

· Bachelor's degree in psychology, psychiatry, social work or related.

· With at least 3 years of experience verifiable work in: crisis intervention, psychosocial attention, protection of children and adolescents in emergencies, violence prevention, gender equality and inclusion.

· 3 years of experience at least in the Protection Sector, either in work with national and / or international organizations.

· Experience in technical coordination of projects related to humanitarian preparedness and response.

· Knowledge of minimum standards for the protection of children in humanitarian action.



Water, sanitation and hygiene :

· University degree, preferably in sanitary engineering, environmental sanitation or related branch. The complementary postgraduate courses will be an added value.

· 3 years of work experience at least in the Water, Sanitation and Hygiene Sector.

· Experience in technical coordination of projects related to safe water supply, environmental sanitation and hygiene promotion at family and community level, for humanitarian response in affected areas.

· Knowledge about minimum standards of water, sanitation and hygiene promotion.

· Good knowledge of all national and international actors working in the Water, Sanitation and Hygiene Sector.

Nutrition :

· With a bachelor's degree in nutrition. The complementary postgraduate courses will be an added value.

· At least 3 years of experience in the Nutrition Sector, specifically in systems of evaluation and timely nutritional monitoring in girls and boys, pregnant and lactating women and vulnerable groups / health care.

· Experience in the implementation of programs on proper management of malnutrition at the family, institutional and community levels.

· Experience in humanitarian response in affected areas.

· Knowledge about minimum nutrition standards.

· Good knowledge of all national and international actors working in the Nutrition sector.

Health :

· With a university degree in Health, Public Health. The complementary postgraduate courses will be an added value.

· 3 years of experience at least in the Health Sector, specifically in the survival of mothers, newborns and boys and girls, health care for children, adolescents and women, including vaccination coverage.

· Experience in family and community health work.

· Experience in humanitarian response in affected areas.

· Knowledge about minimum standards on health action.

· Good knowledge of all national and international actors working in the Health sector.
