For every child, a hope Background and justificationsThe Harmonized Approach to Transfer of Funds to Implementing Partners (APP), or Harmonized Approach to Cash Transfer (HACT), is based on managing the risks associated with the transfer of funds. In this framework, UNICEF and other United Nations agencies implementing HACT use audit and assurance activities and programmatic and financial activities of the MOUs. They have also put in place a support and capacity building system to improve knowledge of HACT procedures, HACT framework practices, HACT document sharing, and financial management training. the revision of the HACT framework in 2014, and to enable MOUs to maintain and sustain the capacity they have acquired, UNICEF developed in 2016 a HACT manual, in French, for the PE, entitled "Operational Guidelines on HACT and Financial Procedures" which was shared with them. How can you make a difference? 1.General objective: The overall purpose of the service is to contribute to improving the knowledge of implementing partners on the HACT framework and procedures.

2.Specific objectives: The specific objective of the service is to provide implementing partners with a HACT manual in Malagasy version. It is expected that the manual "Operational Guidelines on HACT and Financial Procedures" will be available in Malagasy version.

3.Specific tasks to accomplish: Under the responsibility of the Chief of Operations, and in collaboration with the HACT Focal Point, the consultant will be primarily responsible for ensuring the translation into Malagasy version of the HACT Handbook "Operational Guidelines on HACT and Financial Procedures". The Consultant will be required to: - Review the HACT Manual entitled "HACT Operational Guidelines and Financial Procedures" - Work with the Chief of Operations and the HACT Focal Point to better understand the HACT framework and procedures; - To prepare and present to the Chief of Operations a schedule of intervention - To translate the HACT manual into Malagasy - To share with the Chief of Operations and the HACT focal point the provisional version of the translation of the document in order to collect observations and suggestions ;

4. Expected results and deliverables What is expected as a result of the mission: - Manual "Operational Guidelines on HACT and Financial Procedures" is available in Malagasy version. (Payment 100%) 5.Mechanism for monitoring and supervision: - The consultant will work under the supervision of the Chief of Operations, and in collaboration with the HACT Focal Point.- The interim product will be reviewed by the Chief of Operations, the Planning and Monitoring Manager and the Focal Point HACT.- The final product will be validated by the Chief of Operations.

6.Duration of the consultation: Thirty (30) calendar days.
