The Republic of Congo is currently experiencing a normalization situation after more than 20 months of armed violence in the Department of Pool between Ninjas Nsiloulou Pastor NTUMI and the police. A Ceasefire and Cessation of Hostilities Agreement was signed in Kinkala (chief town of the department) on December 23, 2017, between the Government delegates and representatives of Pastor Ntumi. The Disarmament, Demobilization and Reintegration (DDR) process at the center of the implementation of the ceasefire agreement has been initiated. It opens up dialogue opportunities for peacebuilding that can effectively lead to democratic and inclusive governance and the strengthening of human rights protection.

On this momentum, the Government of Congo and the United Nations System have signed a project document "Peacebuilding and DDR Startup in the Pool Department", financed by the PBSO through the PBF and whose Implementation has been ongoing since May 2018. The project is jointly implemented by UNDP, UNFPA and UNHCR. Among the activities planned under the project are the organization of dialogue platforms and the establishment of dialogue and reconciliation committees and conditions for the sustainability of inclusive conciliation mechanisms including young people and women. To be operational, the project also provides for strengthening the technical and material capacities of said committees.

It is in this context that UNDP uses the services of a national conflict management consultant who will be responsible for building the capacity of members of the Pool's local reconciliation committees in conflict prevention and management.




Duties and Responsibilities

· Design training modules on prevention and alternative conflict management including a module on the principles of alternative conflict management taking into account community and gender-based approaches to conflict management;

· Design with the Project Training Manager, evaluation sheets on the knowledge gained from the training;

· Support the organizing team of the workshop, especially regarding and the agenda of the training workshop;

· Conduct training sessions, with practical exercises of assimilation through examples of conflict situations;

· Carry out the evaluation of the knowledge acquired by the participants;

· Write the final report of the training workshop.




Competencies

· Have a perfect knowledge of French and a good knowledge of MS Excel and Powerpoint;

· Be able to undertake regular missions in isolated environments, in a multidisciplinary setting, under difficult conditions and under pressure;

· Ability to lead a meeting with various stakeholders and write different types of reports.




Required Skills and Experience

Education:

· Advanced university degree (Master II, or DESA, DESS) in social sciences, law, or other equivalent degree.

Experience:

· Have at least 5 years professional experience in conflict prevention and management training, adult and professional training;

· Experience working with the United Nations System would be an asset.

Language:

· Excellent mastery of French;

· Familiarity with Congo's national languages ??is an asset.
