Background and Justification

Burundi has gone through long years of successive political conflicts with considerable economic and social impacts. Despite this difficult political context, the country has made some remarkable progress in recent years. According to the ISTEEBU (Country Accounts Reports), in 2016, the Gross Domestic Product (GDP) per capita is 286 USD while it was 143 USD in 2005. The rate of infant mortality has gone from 104 deaths in 2012 was 83 per 1, 000 live births in 2013, thanks to the implementation of the free health care policy for children under five and pregnant women. In addition, several surveys have established in recent years the profile of poverty and deprivation of Burundian households. This is in 2006: (i) the QUIBB survey, (ii) the 2010 DHS for coverage of social health services, (iii) the Minimum Health Care Package (MHP) survey. in 2012, and then (iv) the Household Living Conditions Survey (ECVMB) in 2013-2014. According to the latter, more than 6 out of 10 Burundians live below the national poverty line (64.6%), and almost as many (64.8%, ECVMB 2013/2014) suffer from non-monetary poverty. Considering the international threshold of 1.25 USD / day, more than 8 out of 10 Burundians live in poverty. According to the results of the MODA report (2016), 59, 3% of children aged 0-17 years are poor both monetarily and non-monetarily, only 11.6% are defined as non-poor. More than a third (32.7%) of children aged 0-4 years are simultaneously deprived of health, water and housing.

The issue of the poverty of the general population and of children in particular continues to be a prime concern for the country's development. In response, UNICEF and the Government decided to set up a National Working Group on the Problem of Child Poverty (WGTP). This group aims to maintain a national dialogue on the problem of child poverty in Burundi. Strengthening the technical capacities of the members of this group in measuring and analyzing the poverty and multiple deprivation of children is the first step in a process of empowerment and ownership of national actors. For this reason, UNICEF plans to recruit an international consultant to train the group.

Scope of Work

· Goal and Objectives

The main purpose of this mission is to strengthen the technical capacities of national actors in the measurement and analysis of poverty and child deprivation in order to facilitate national dialogue around this development issue in Burundi.

Specifically, the training will allow participants to:

Understand the concepts of poverty and child deprivation, as well as different poverty measures (incidence of poverty, depth of poverty and severity of poverty;

- Understand the methods for determining monetary and non-monetary poverty thresholds;

-To strengthen national capacities for measuring and analyzing poverty in general and child poverty in particular using Stata software;

- Understand the indicators of multidimensional poverty

-Simulate policy measures to examine their effects on child poverty: example of cash transfer program;

· Activities and Tasks

Under the supervision of the Chief of the Social Policies Program of UNICEF, the consultant's tasks include:

(1) Prepare the training agenda as well as the training tools of the training (STATA software training support, presentations, working file, preparation of databases to use, Excel work file, group exercises for each session);

(2) Prepare with the national team the survey database to be used for training. This database will be the one available at the national level and will be made available by the ISTEEBU in accordance with the regulations in force;

(3) Validate the training tools above enumerated with ISTEEBU and UNICEF;

(4) Provide ten (10) days of actual training for members of the Working Group on Child Poverty in Burundi (WGTP);

(5) Evaluate the level of participants at the beginning and end of STATA software training and Child poverty analysis techniques;

(6) Produce a training report highlighting proposals for action to further strengthen national capacities in poverty analysis and also in terms of the influence of national policies to combat poverty and deprivation .

The training will be participatory and rigorous and based on the use of existing national databases, including that resulting from the survey of the living conditions of Burundian households (ECVMB 2013/2014), the SMART survey, the EDS III, and ECVMB Rapid 2017. The main tool for measuring poverty to use is the STATA Software. However, the consultant may propose other tools in addition to the latter, after consulting ISTEEBU and UNICEF.

The training being a practical training, the consultant will have to rely mainly on exercises of application to make sure of the good mastery of the subject by the participants. Since Burundi has already introduced the measurement and analysis of child poverty in Burundi (MODA), the consultant will, for example, ensure that the poverty measures already carried out with the ECVMB 2013/2014 database are retrieved. The consultant will have access to any database and / or documents available that he / she deems useful for training and analysis.

Payment Schedule

Negotiations of the costs of the consultancy are based on the market price. The payment terms are defined as follows:

· 30% after validation of the training tools;

· 40% after completion of the training;

· 30% after submission of the training report.

Fees will be paid upon presentation of a statement of claim by the consultant and approved by the supervisor (the Chief of the Social Policy, Advocacy and Evaluation Section of UNICEF). The consultant is required to have his own laptop but the rest of the training logistics will be provided by UNICEF. UNICEF will provide the consultant with an office for the preparation of presentations and facilitate its travel to the province for training.

Desired skills, technical background and experience

Training will be provided by an international consultant who meets the following criteria:

· Holds at least a Master's degree in Statistics, Economics, Development Economics, Social Sciences or any other equivalent field;

· Have at least 10 years of professional experience in the measurement and analysis of child poverty;

· Have a good command of the STATA software;

· Have a good experience in training and animation of technical workshop;

· Have a good knowledge of the MODA approach (combination of Bristol and MPI approaches);

· Experience working with the United Nations System would be an asset;

· Capable of producing documents in French and English.

The selection of the consultant will be made according to the following criteria:

-Level of training: 15 Points;

-Comprehension of the mission: 10Points;

-Professional experience in the measurement and analysis of child poverty and in the training of actors: 30 Points;

- Knowledge of the MODA approach (combination of Bristol and MPI approaches): 25 points;

-Experience in training and animation of technical workshop: 20 Points.

The technical offer will account for 70% and the financial offer for 30%. Only the files whose technical offers have received the minimum score of 70 points out of 100 will be qualified for the next stage of the analysis of the financial offer.

Administrative issues and Conditions

The Consultant will work under the technical supervision of the Chief of Social Policies of UNICEF and DG ISTEEBU. The consultant must propose a schedule to carry out the proposed mission while taking into account the actual training that will take place in the province. The UNICEF Office in Burundi will provide a working space for the consultant to the Office while in Burundi. The consultant will use his own computer equipment for the conduct of the mission. However, computer equipment for training will be made available by UNICEF.

The consultant must submit a technical proposal and a financial proposal including all costs related to this consultation (airline ticket, visa, living expenses, etc.). The payment will be made according to the deliverables indicated above according to the indicated payment schedule. The selected candidate will be governed by and subject to UNICEF terms and conditions for individual contracts.
