The Government of the Republic of Mali has received funding from the African Development Bank Group to cover the cost of the Malaria Economy Competitiveness Support Project (MCAP), and intends to use a part of the sums granted under this grant to finance the service contract of an individual Consultant for technical assistance to the

Sub-Department of Business Support Programs for the Agency for the Promotion of Exports of Mali (APEX-Mali).

The services provided under this contract will generally make it possible to contribute to the implementation of an action plan for the promotion and development of exports of Mali.

Specifically he / she will be responsible for:

- develop a strategic and operational plan defining the areas of intervention of the Business Support Programs Sub-Department, in terms of preparation for the export of Malian companies as well as the budgetary resources required for their implementation;

- design and develop business support services to support and facilitate export expansion;

- design a plan for upgrading businesses through training and advice to improve the productivity and competitiveness of companies in international markets;

- develop an implementation plan, adequate infrastructure for export, technical, banking and insurance facilities for export goods and services;

- help exporting companies to develop their business plan;

- Develop strategic partnerships for increased exports.

The total duration of the service will be for a period of one (01) year renewable after the evaluation of the performance. Its start is envisaged in January 2020.

The Malian Economy Competitiveness Support Project (PACEM) invites individual Consultants with a degree in economics, management science, international business, law, administration or equivalent diploma at least five years apply for the services described above. Interested consultants must provide information on their ability and experience demonstrating that they are qualified for the services (motivation letter, certified copies of diplomas, curriculum vitae, reference of similar services, experience in comparable assignments, availability, etc.).

The eligibility criteria, the shortlisting and the selection procedure will be in line with the " Procurement Framework for Bank Group-financed Operations ", October 2015 edition of the African Development Bank, which is available on the Bank`s website at http://www.afdb.org .
