Tenders are invited for Consultant to Support Research on World Bank Engagement in Conflict-Affected and Fragile Contexts.

Background

The World Bank is increasingly directing policy attention and financial resources to conflict-affected and fragile contexts. This is reflected in the joint World Bank and UN ‘Pathways to Peace- report, as well as the International Development Association 18 call to increase the World Bank-s financing to such contexts. The increased attention on conflict-affected and fragile contexts is warranted given the growing concentration of the world-s poor in such contexts. However, it is critical to examine the manner in which such financing is delivered, and the organizational and operational incentives that drive it, in order to assess the likely contribution such an injection of resources will have on pre-existing conflict dynamics and structural causes of conflict. The study will seek to inform Oxfam-s policy and advocacy agenda on issues related to inequality and aid effectiveness, both at country and global levels. Given that the topic also relates closely to Oxfam IBIS- advocacy and programmatic engagement in the humanitarian/development/peacebuilding nexus the study will also inform activities both in Denmark and in programme countries. Through engagement with relevant Oxfam affiliates working on issues related to conflict and fragility as well as Oxfam International, the study also seeks to inform Oxfam-s engagement and advocacy in various high-level and technical-level meetings at the World Bank and at the United Nations in 2019. Oxfam IBIS is looking to hire a consultant to support the Peace, Rights, and Inclusion team to draft and publish the study.

Key Tasks

· Complete a desk review of relevant academic and policy literature, including overview of World Bank investment in conflict-affected and fragile settings (trends, focus countries, modalities, thematic priorities, etc);

· Undertake key informant interviews with Oxfam and relevant partners at country level to feed into country case studies;

· Lead the drafting of the analytical study report.

The consultant will work closely with the Peacebuilding Advisor to complete these tasks, as well as relevant colleagues in Oxfam IBIS- Economic and Social Justice team, as well as counterparts in other Oxfam Affiliates and relevant Oxfam Liaison Offices (such as those in NY and Washington, D.C).

Competencies

· You have completed a relevant higher education program, such as a master's degree program;

· You have relevant experience undertaking research or being involved in programmatic work related to peacebuilding, conflict/ fragility;

· You are a creative, strategic thinker that can work independently and together on a common goal;

· You have a sharp pen and can convey complicated matter in a simple and straightforward way;

· You can have specific knowledge about some of the development policy issues we work with, such as peacebuilding, development policy and framework conditions, the UN system, and the World Bank;

· You speak and write English. It is an advantage but not a requirement to be able to read and speak French.

The consultant will be offered a six-month contract to complete the assignment.
