Tenders are invited for Consultant to Support the Establishment of a Framework for Monitoring and Continuously Improving Performance in the Management of Vaccine Logistics in the Union of Comoros, Moroni Comoros.

1. Context

The evaluation of Effective Vaccine Management (EVM) conducted in 2018 with the technical support of Unicef ??showed, in comparison with the results of the previous evaluation conducted in 2015, remarkable evolutions in a significant number of the nine criteria investigated. Thus, the temperature control criterion (criterion E2) has moved from the central level of 40% at the 2015 assessment to 87% at the 2018 level. This criterion is also increasing at the regional and district levels with increase greater than 20 points between the two assessments. The criterion relating to the management of vaccines (E8) saw an average increase of 22 points, regardless of the level considered. The same is true for vaccine reception procedures, storage capacities, infrastructure and to a lesser extent maintenance. However, this evaluation has also highlighted the challenges that the country still faces in terms of vaccine management. These are primarily aspects of management procedures and the quality of logistics data (score of 57% in 2018 against 45% in 2015, with little progress and far from the 80% target). In this context, this consultation, which is part of the Targeted Technical Assistance provided by Unicef ??with the financial support of GAVI, the Vaccine Alliance, aims to address these priority challenges identified by the GEV evaluation through the setting up of a framework for monitoring and continuous improvement of vaccine logistics performance. It will specifically aim at setting up and / or strengthening the capacities of EPI logisticians and focal points on vaccine stock management tools and vaccine consumables; to ensure reliable circuits for the distribution of vaccines and the collection of logistical information; to put in place tools, processes and a framework for coordination, performance monitoring and accountability of vaccine logistics management actors at all levels of the country's health pyramid. It will also ensure continuous technical support and periodic assessments of progress over a period of approximately 12 months.

2. Objectives

2.1. Main objective

The general objective of this consultation is to set up a framework for monitoring and continuous improvement of the performance of the management of vaccine logistics in the Union of the Comoros.

2.2. Specific objectives

- Carry out a documentary review and a field visit to take stock of the management of vaccine logistics, including a review and formalization of vaccine distribution channels.

- develop, in collaboration with the relevant stakeholders, and validate in a national workshop a monitoring framework for vaccine logistics, including a scoreboard of logistics performance indicators to be monitored at the operational, intermediate and central levels and a simplified tool for collecting logistical information for regional deposit managers to use during vaccine distribution and formative supervision tours

- Develop, in collaboration with the actors concerned, and validate in the national workshop the terms of reference of the Logistics Coordinating Technical Group (GTC) as well as operationalization tools (schedule of sessions, presentation of performance indicators), report pattern of sessions, etc ...)

- Strengthen the capacities of the national logistician on the analysis of the SMT tool and train regional logisticians on the use of this tool

- Deploy the DVD-MT tool to district EPI focal points and train them for its use

- Ensure the briefing of the members of the GTC Logistics on the functioning of this coordination body

- Provide remote monitoring of the use of SMT and DVD-MT tools

- Conduct a follow-up mission in the second half of 2019 that will evaluate the functionality of the Logistics GTC, the quality of the vaccine distribution rounds and the data collection performed during these tours and the logistical performances (dashboard). The mission will also evaluate the implementation of the GEV 2018 Improvement Plan and a self-assessment of Effective Vaccine Management (EVM).

- Perform in the first half of 2020 a follow-up mission that will include the same elements as the previous one, with the exception of the GEV self-assessment

- Prepare progress reports for each mission carried out (the initial mission and the two monitoring missions)

- Develop the final report of the mission including the documentation and analysis of the overall process of strengthening logistics performance.

- Debrief each mission to UNICEF and other national immunization partners

3. Expected results

- An analysis report of the logistic situation including the observations of the field visit is available

- A revised and updated version of the vaccine distribution channels is available

- A logistic indicators dashboard and a simplified logistic information collection tool are available

- National and regional logisticians have been strengthened on the use of the SMT tool and its analysis

- The DVD-MT tool is deployed and the ENP focal points of the districts trained on its use

- The logistical TAGs of the GTC are available and its members briefed on their role

- Remote monitoring and in-situ monitoring missions are ensured

- Progress reports and the final mission report are available.

4. Phases of the consultation

The work of the consultation will be in two phases:

Phase 1 will be dedicated to:

§ Analysis of the logistics situation including observations of the field visit

§ Updating the vaccine distribution channels

§ Development of the logistic indicators dashboard and the data collection tool

§ The development of TORs of the GTC Logistics and the briefing of its members

§ Strengthening national and regional logisticians on the use of the SMT tool and its analysis

§ Deployment and training of district EPI focal points on the DVD-MT tool and its use

Phase 2 will be devoted to a follow-up mission that will assess:

§ The functionality of the GTC Logistics

§ The quality of the vaccine distribution rounds and the collection of data made during these tours

§ Logistics performance (dashboard)

§ The level of implementation of the 2018 GEV Improvement Plan and will make a self-assessment of Effective Vaccine Management (EVM)

Phase 3 will be devoted to a follow-up mission that will include the same elements as the previous one, with the exception of the GEV self-assessment.



5. Estimated duration of the contract; remuneration, other terms and conditions

The contract will be of the SSA type which is governed by certain conditions according to the rules and procedures of UNICEF. The consultant can only start work if the contract is signed by both parties (UNICEF and the provider). For contracts with international providers no travel is allowed before the signature of the contract and the travel authorization.


The work will take place over a period of 75 working days, broken down as follows:

§ 36 days for the first mission phase

§ 21 days for the second mission phase

§ 18 days for the third mission phase.

6. Supervision and working conditions

For Unicef, the Supervisor, with the support of the technicians associated with the management of the consultation, will organize a first briefing session at the Bureau and preliminary meetings with national partners, provide all reference documents and tools; provide ongoing technical support; organize transport for field missions; evaluate and approve the final deliverables submitted.

7. Qualifications and experience required

UNICEF is looking for someone with the following qualifications and experiences:

§ University degree in one of the following fields: Vaccinology, Epidemiology, Health Logistics or Vaccine Logistics, Cold Chain Management or other related and relevant field;

§ Five (05) to eight (08) years of professional experience in vaccine logistics management

§ Experience in leading and / or participating in national or regional logistics coordination bodies

§ Proven experience in drafting standards and standards documents

§ Demonstrated experience in the use of management, analysis and skills transfer on SMT and DVD-MT tools

§ Proven experience in supporting health / immunization programs;

§ Verifiable experience in capacity building for health actors (certification or diploma training, design of training modules, workshop facilitation, etc.)

§ Excellent writing skills and good command of French;

§ In-depth knowledge of computers, and commonly used software

§ Good interpersonal skills

§ Skills in the field of gender
