Tender Details

Tenders are invited for International Consultant to Support District Health Systems Strengthening in Lao-PDR. The assignment expects to take a total of 4 months, starting from December 2018 - March 2019. The consultant will be based full time in Vientiane Capital with travels to 4 districts.

Main Duties and Responsibilities:

The consultant shall undertake the following to deliver the planned results:

· Support to develop the DHSS approach including the finalization of the bottleneck analysis tool together with key partners, donors and relevant line ministries co-ordinately closely with MoH counterpart and DHMTs in selected districts.

· Provide technical support in the implementation strategy for DHSS approach to the UNICEF CO and guidance in adaptation of the design/ concept.

· Provide technical support in the operational plan for the implementation. This task should contain: inclusion of recommendations into the current plan, foreseeing how execution/implementation will be supported, and developing a system to monitor the quality of implementation;

· Work closely with the national DHIS2 person, to review the analysis of available information related to RMNCH, including MCH quality of health care at district health system level and determine to what extent ad hoc data collection needs to take place, as well as application of Equist/ LSISII data.

· Provide technical support in the validation and finalization of the tools particularly the BNA tool, including the indicators and definitions aligning to the DHIS2.

· Capacity building to the central trainers, DHMTs and UNICEF implementing partners on the use of the BNA tools in preparation of the DHSS bottlenecks' assessment:

· Preparation and facilitation of the 4-day ToT training national workshop on DHSS approach,

· Prepare materials and facilitate training on data collection and analysis for local partners at district level (jointly with local DHSS focal point);

· Support the preparation and facilitation of the DHSS training at the 4 districts

· Document best practices and lessons learnt in the process of testing the DHSS model with recommended key interventions and potential solutions;

· Following piloting in 2 districts, recommend adjustments in methodology and tools in the subsequent 2 districts.

· Provide technical support in planning for monitoring: identify periodicity, levels and responsibilities for monitoring within the existing frame;

· Conduct selected field visits to assess the status of DHSS plans implementation in line with established monitoring plan

To qualify as an advocate for every child you will have…

· Master-s degree in public health, international health, health economics, or health policy or other related field relevant to the above duties.

· Experience of DHSS approach and development of plans with focus on quality improvement.

· Experience in establishing M&E system including development of monitoring tools and checklists, performance frameworks for health systems strengthening programs;

· Experience in facilitation of trainings and monitoring MNCH programmes;

· Good knowledge of WHO/UNICEF recommended tools and methodologies in MNCH programs;

· Previous working experience with UN organizations is an asset, as well as experience to work with MoH and Health institutions;

· Proven interpersonal communication skills;

· Fluency in English written and spoken, and skills in use of the relevant software required for scope of work eg. Excel, etc.
