I. Background and rationale

The results in terms of coverage of the Expanded Program of Immunization of the Union of the Comoros are encouraging. In 2018, according to administrative data, 77% of targeted children received the third dose of the pentavalent vaccine. However, this situation at the national level masks the existence of geographical disparities and large pockets of unvaccinated children. Thus, according to the data previously cited, only 7 of the country's 17 districts achieved at least 80% immunization coverage for Penta 3. 8 of them had a coverage of between 50 and 80% and 3 of them were even below the 50% coverage mark.

In this context, the GAVI-supported Health System Strengthening Program supports equitable strengthening of immunization in the country. The analysis of the equity of vaccination carried out in 2017 and the situation analyzes carried out in the districts during the development of microplans showed that one of the main reasons for non-vaccination of Comorian children is the weakness of link between the immunization program and the communities. The EPI Work Plan for 2019 has included resources and activities to strengthen communication and social mobilization. II. objectives

Main objective

Develop the 2019-2020 communication and social mobilization operational plan for the EPI in the Comoros Union.

Specific objectives

§ Carry out a documentary review and field visits to conduct a community diagnosis in order to update and formalize the analysis of the communication and social mobilization situation in favor of the EPI.

§ Develop in collaboration with relevant stakeholders, and validate in the national workshop of 02 days an operational plan for communication and mobilization for the EPI routine

§ Propose Terms of Reference for the work of the Communication Agency which will be responsible for producing the audio-visual and media media of the EPI

§ Develop the final mission report including recommendations for implementation.

§ Debrief the mission to national immunization partners

§ Updated analysis of the national situation in terms of communication and social mobilization for the EPI, including evidence from the literature review and the results of the community diagnosis

V. Qualifications and skills required

1. University degree in one of the following: communication for development, sociology, anthropology, social animation, community development, public health, community health, health promotion or any other related and relevant field;

2. Five (05) to eight (08) years of professional experience in communication for development, community development or health promotion

3. Proven experience in conducting qualitative social or anthropological studies

4. Experience in writing strategic or operational planning documents

5. Experience in supporting health / immunization programs;

6. Excellent writing skills and good command of French;

7. In-depth knowledge of computers, and commonly used software

8. Good interpersonal skills

9. Skills in the field of gender equality

10. Previous previous work experience for an international organization or the UN will be an asset.

VI. Working conditions

The contract will be of the SSA type which is governed by certain conditions according to the rules and procedures of UNICEF. The consultant can only start work if the contract is signed by both parties (UNICEF and the provider). For contracts with international providers no travel is allowed before the signature of the contract and the travel authorization.

For Unicef, the Supervisor, with the support of the technicians associated with the management of the consultation, will organize a first briefing session at the Bureau and preliminary meetings with national partners, provide all reference documents and tools; provide ongoing technical support; organize transport for field missions; evaluate and approve the final deliverables submitted.
