Project Summary:

The Support to Anti-Corruption Champion Institutions (SACCI) Project in Ukraine is a five-year USAID initiative with the objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anticorruption effort, and reduce citizen tolerance to corruption.

Position Summary:

The Project is seeking a Senior IT Consultant (hereinafter Consultant) to provide technology-related advice, write technical specifications and detailed scopes of work for system developers, review proposed technical solutions and assess them against requirements of Ukrainian regulations on information security and handling of personal data.

Currently, the Project is working on three initiatives that require such support: a) design of a module for the eHealth system to digitize circulation of sick leave certificates (Ministry of Health), b) intranet portal for the Ministry of Health to build capacity of anti-corruption Authorized Units, c) design of a system for digitizing the process of running special background checks for civil servants. It is expected that the Project will be engaged in developing other systems as well.

Expected period of performance for this assignment is between April 2019 and April 2020. The maximum level of effort is up to 195 working days.

Responsibilities:

The Consultant will support the Project in implementing the above-mentioned three initiatives and additional systems by:

Verifying compliance of the design documentation (including detailed scopes of work) for software and IT systems and complex information protection systems with the requirements set in respective technical specifications, Ukrainian regulations and (if necessary) the respective international standards;
Vetting compliance of the process of software development and IT systems and complex information security systems with the requirements set in and by Ukrainian regulations and (if necessary) the respective international standards;
Consulting on information protection in the IT systems in compliance with the requirements set in and by Ukrainian regulations and (if necessary) the respective international standards;
Advising on improving design documentation for software and IT systems including compliance with the requirements set in and by Ukrainian regulations and (if necessary) the respective international standards;
Participating in development, clarification and review of technical specifications (scopes of work) and design documentation for program software and IT systems and their compliance with the requirements set in and by Ukrainian regulations and (if necessary) the respective international standards;
Providing provisional conclusions on compliance of software and IT systems with the requirements set in technical specifications;
Controlling the quality of design documentation for software, IT systems and complex information protection systems including against the requirements set in and by Ukrainian regulations and (if necessary) the respective international standards;
Developing Project memos, information briefs, advisory notes and position papers on issues of software development, proper certification and information protection in line with Ukrainian legislation and (if necessary) the respective international standards;
Participating in working meetings with partners and in negotiations related to development of software, IT and complex information protection systems, information security, design documentation, procedures and processes related to development, modernization and modification of the mentioned above measures;
Participating in selection panels / tender boards to advise on selection of best value bids on software and IT systems development and related issues.
Qualifications:

Master's degree or equivalent in engineering, technology, IT, software development or other relevant field;
Demonstrated knowledge of requirements set forth by the State Service for Special Communications and Information Protection ( ) for systems similar to the ones that the Project is working on;
10+ years in successfully building complex IT systems including complex IT systems for information protection ( ) for state-owned entities or private enterprises;
Excellent organizational skills to meet deadlines;
Certification in areas of information protection, design of relevant systems (national standards and international principles) is considered an asset;
Fluency in Ukrainian and Russian, working-level English is required.
