How can you make a difference?
The consultant will provide technical guidance and assistance to the Ministry of Social Solidarity in the design and implementation of a 3-year project to strengthen the child and family welfare system in Timor-Leste, including preparatory work involving the review and analysis of the legal/policy framework, as well as other relevant guidelines and operating procedures.
The consultant-s specific tasks include:
· Review and analysis of the child protection and social welfare legal and policy framework, providing recommendations for improvement and strengthening
· Develop a snapshot of existing and required national standards, guidelines and operating procedures related to child protection and social welfare (identifying those that require revision or updating, and those that need to be developed).
· Develop a 3 years- child and family welfare project proposal, in consultation with relevant stakeholders and taking into account lessons-learned from previous phases and assessments.
· Support the development of a strategy to mitigate/ address turnover of staff (especially Technical Working Group Members)
· Support the development of a M&E framework for the implementation of the Child and Family Welfare Program
· Provide technical support and guidance to the Ministry of Social Solidarity and ensure general technical soundness to the 3-year social welfare project (in coordination with relevant UNICEF staff and other international consultants).
· Support the development of project reports and other project-related narrative material.

5.1 Support the drafting of project progress reports, written/verbal updates and other narrative materials
5.2 Support the drafting of the project annual report, as per donor templates and requirements outputs and outcomes
5.3 Conduct M&E visits and other M&E tasks in collaboration with relevant UNICEF staff, as detailed in the M&E framework
5.4 Support the development of relevant project strategies and provide technical support to MSS, as required
5.1 Monthly project reports and updates submitted
5.2 Annual report submitted
5.3 M&E reports and updates submitted
5.4 MSS requests for technical support are satisfied and details of the technical assistance included in project progress reports

To qualify as an advocate for every child you will have…
· Advanced university in Social work or social science
· Minimum professional experience of 5 years in the area of Child Welfare and social works
· Experience designing and drafting projects, M&E plans, workplans and reports is essential
· Experience providing technical assistance and developing technical tools and guidelines in the area of social work, child protection or similar
· Demonstrated ability and flexibility to effectively communicate and consult with a varied range of stakeholders, including government officials, UN agencies, NGOs and community members
· Experience in drafting legislation, policies, operating procedures or similar is an asset
· Excellent oral and written English
· Knowledge of Portuguese and Tetum is an asset
· Experience working in and knowledge of Timor-Leste is preferable.
Estimated Start Date and End Date of Assignment: Total of 11 months from the period of 1st October to 31 August 2019.
Proposed Payment Schedule: payment will be done monthly on acceptance of monthly progress and status report.
