Expression of Interest are invited for Consultant Services (Firms) for the IT, Organizational and Functional Audit of the Information System.

The Government of the Republic of Guinea has received funding from the African Development Bank Group to cover the cost of the Administration Capacity Building Support Project for Integrated Project Management (PARCA-GPI), and has the intention to use part of the sums granted under this grant to finance the consulting services contract, for the IT, organizational and functional audit of the information system of the National Directorate of Taxes (DNI). The main objectives of this audit mission are: ? Evaluate the adequacy of the current IT environment (infrastructure, IT tools and systems in production or under development) related to the Tax Management strategy and the implementation of an integrated management system Guinean taxation; The aim is to ensure the strategic alignment between current and developing systems with the strategy of ongoing and planned tax reforms; ? Evaluate the adequacy of the general controls and application controls of the different systems as well as the IT function at the National Tax Directorate; ? Identify the risks associated with different IT environments (applications in production and those under development) requiring special attention and propose appropriate mitigation solutions; ? Evaluate the level of security management organization of information systems (applications and infrastructures); ? Produce an evaluation report based on one of the acceptable frameworks (for example, CobiT) and taking into account: ? proposals for improvements in the ICT strategy; ? the organization proposal and corresponding missions; and ? the short and medium term action plan and related costs.
