I. BACKGROUND

The Multiple Indicator Cluster Surveys (MICS) is an international household survey program developed and supported by UNICEF. MICS are designed to collect estimates of the key indicators used to assess the situation of children and women. Over the last 20 years, MICS have evolved to respond to changing data needs, moving from 28 indicators in the first round to more than 200 indicators in the current sixth round and becoming a key source of data on the protection of childhood, early childhood education, and an important source of data on children's health and nutrition. Since the start of the MICS in the 1990s, more than 300 surveys have been conducted in more than 100 countries. As part of the global effort to develop national capacities to generate and analyze high-quality and disaggregated data, UNICEF launched the sixth round of MICS in October 2016. This new round is in line with the list of indicators of the Sustainable Development Goals (ODS) approved by the United Nations Statistical Commission in 2016, following the global adoption of the 17 SDGs and 169 objectives of the 2030 Agenda for Sustainable Development. The final framework of the SDG indicators currently includes 230 global indicators, of which around 30% come from household surveys. Today, MICS, which covers almost half of the ODS indicators based on household surveys, It is well positioned to play a central role in this new Agenda along with other key demographic, health and socio-economic surveys to complement data from administrative sources and censuses. The MICS questionnaires have been subjected to rigorous methodological and validation work to broaden the scope of the tools and include new topics that reflect SDG indicators and emerging issues in the context of the 2030 Agenda for Sustainable Development, which includes: rapid tests of water quality, social transfers, basic learning skills (children from 7 to 14 years old), children and adults functioning, migratory status, use of clean fuels and technology and victimization.

As governments develop national frameworks to monitor progress towards the SDGs and establish baselines, strategic planning and investments will be required to collect robust, more frequent and timely data. This round of MICS presents a unique opportunity to support this process.

The UNICEF Country Office (CO) has signed an agreement with the National Institute of Statistics to provide technical assistance in the preparation of the next Demographic and Health Survey (ENDESA) 2018/2019, which on this occasion will be carried out using the MICS methodology. To support the implementation of the ENDESA / MICS 2018/2019 survey, the specific deadlines are met and the executing partner, the National Institute of Statistics (INE), receives the necessary technical assistance to produce statistically reliable and solid data, the Office UNICEF will hire a full-time consultant to support the MICS process, from the preparatory work to the publication of the results.

ENDESA / MICS 2018-2019 of Honduras will be implemented using CAPI (Personal Computer Assisted Interview) in which the interviewer uses a tablet to record data. CAPI data collection can reduce the time needed to collect and process survey data, facilitate real-time monitoring, improve data quality, and reduce survey costs.

II. OBJECTIVE OF THE CONSULTANCY

In coordination with UNICEF, the National MICS Consultant (CNM) will support and provide guidance to UNICEF Honduras and the INE for the preparation, implementation and finalization of the ENDESA / MICS survey in Honduras. The CNM will support and advise the INE, especially the Survey Coordinator and the experts in sampling and data processing, during the planning of the survey, the design of the questionnaire, the sampling, the cartographic update, the training, the field work, data processing, data analysis, dissemination and archiving, ensuring that MICS protocols and recommendations are followed at all times. The CNM will communicate effectively with the UNICEF Country Office and the INE, responding promptly to the needs and issues related to MICS as they arise.

The CNM will coordinate and support the work of other specialists integrated by UNICEF to provide technical assistance to the MICS process. The consultant will work in close collaboration with the national survey team, stakeholders and the Technical and Management Committees (Sub-Commission for Inter-institutional Coordination of ENDESA) and will participate jointly with UNICEF in meetings and workshops in relation to the survey, as necessary . The CNM will also work in close collaboration with the regional MICS Coordinator and the Global MICS Team at UNICEF headquarters.

III. FUNCTIONS AND / OR MAIN RESPONSIBILITIES

In consultation and collaboration with UNICEF Honduras and the INE, the CNM will be responsible for ensuring that the following activities are undertaken following the MICS guidelines, contributing to their coordination:

1. Planning the survey:

· Establish connection and work together with a National Ethics Committee;

· Regularize the work of a Technical Committee composed of all relevant technical experts;

· Update and share the plan and budget of the survey, including the schedule, with all interested parties;

· Survey supplies are acquired and distributed in time for training and data collection;

· Provide technical information for the preparation and implementation of a communication campaign to promote the participation of the population in the survey prior to field work.

· Design the sample:

· The design of the sample will be reviewed by the Regional Office (RO) and UNICEF Headquarters (HQ) before its finalization.

· The final selection of households and weights will be reviewed.

· Ensure technical quality

· · MICS questionnaires:

· Technical Committee reviews the relevance and personalization of the ENDESA / MICS questionnaires after their review by different external national experts;

· Questionnaires go through a process of translation and reverse translation;

· Questionnaires and manuals undergo ethical review;

· Questionnaires are pre-evaluated and a pre-test report is produced;

· Questionnaires are reviewed by the RO and HQ of UNICEF before its completion.

· Manuals:

· The MICS Household Listing and Mapping, the supervisor, meter and interviewer manuals are customized and translated for the specific context of the country.

· CAPI application template:

· The CAPI application template is customized by the data processing expert of the INE with the guidance of the UNICEF Data Processing Regional Consultant;

· The CAPI application template is reviewed by UNICEF RO and / or HQ before completion;

· The secondary editing guidelines and the syntax of the Field Check Table are customized by the data processing expert of the INE with the guidance of the UNICEF Data Processing Regional Consultant.

2. Listing and Mapping, Training and Fieldwork, and Data Processing:

· The listing (mapping) and mapping are planned and carried out in accordance with the MICS guidelines;

· The training schedules are adapted appropriately to the country context while following the MICS guidelines;

· Suitable specialists are identified to facilitate training (for example, nutritionists for training in anthropometry, survey experts for methodology, etc.);

· Training in field work is supported;

· Fieldwork and fieldwork monitoring visits are planned and conducted according to the MICS guidelines;

· The Field Verification Tables are produced weekly, are immediately analyzed by the survey managers and the main results are reported to the field supervisors for the action. The Field Verification Tables are shared immediately with UNICEF RO;

· The participation of UNICEF Honduras staff is organized to help monitor data collection;

· The UNICEF Data Processing Regional Consultant receives timely information and visits to countries are well managed and coordinated;

· The hardware is available for the CAPI application (data collection and components of the central office menu), and the software is installed correctly and a system of work, data transfer and back-up of data is established;

· Data processing and secondary data editing are monitored.

3. Data Analysis and Report Writing:

· The Sampling Weights are included in the data sets and are reviewed by the INE sampling expert with the guidance and review of the UNICEF Regional Sampling Consultant;

· The MICS tabulation plan and the standard syntax are customized and used to generate SPSS data sets and tables.

· The Data Sets / Tables including the wealth index are reviewed substantially by technical experts (for example, sampling experts) and by INE experts, as well as by the UNICEF MICS Team RO and HQ before beginning the writing of the report ;

· It is coordinated and contributes substantively to the preparation of the Report of Results of the Survey (and, finally, to the Final Report), using the MICS template and in accordance with MICS standards to ensure timely disclosure;

· Ensure that the Survey Results Reports (and the Final Report) are submitted to the technical review process by the RO and HQ;

· Coordination of printing and distribution of the Results Report of the Survey (and Final Report);

· The presentation of the Results Report of the Survey (and Final Report) is organized and facilitated through a national seminar;

· Technical advice and guidance is provided for the wide dissemination of the Survey Results Report (and Final Report) and the main results;

· Ensure that the MICS survey file with all documents and final surv
