1. BACKGROUND AND JUSTIFICATION
Niger has a Comprehensive Multi-Year Plan (cMYP) for the period 2016-2020 in order to improve the health status of the population and enable accessibility and equity of the population. all to immunization services. On the recommendation of GAVI, this plan will be revised in 2018 to align it with the 2017-2021 Health Development Plan (PDS).
The goal of this plan is to contribute to the reduction of morbidity (95%) and mortality (90%) related to vaccine-preventable diseases in children 0-59 months of age and women of childbearing age. 15 to 49 years of age through increased use of immunization services by more people, introduction of new vaccines and integration of other health interventions with immunization.
In addition to vaccination problems, three other major issues of the child have been prioritized (education, child marriage and chronic malnutrition) for a strong commitment to the actors of the regions:
• Education: The education sector in Niger, as for many countries in the world, has experienced rapid and significant growth in recent years, thanks to strong pressure from the Millennium Development Goals and the Government to which is about access to school. The number of children in the system increased from 2, 277, 021 in 2014 to 2, 768, 305 in 2017 in the primary subsector (a growth rate of 20%), and from 475, 283 to 632, 242 in the same period for secondary (growth rate of 33%). But despite these efforts and progress, the strong demographic pressure poses difficulties for the sector. The birth rate in Niger, 3.9%, is among the highest in the world, and the number of children and adolescents out of school is 2, 626.57 or 53% of those aged between 7 and 16 years.
• Child marriage: This practice is widespread in Niger and girls enter into union at an extremely early age (15.7 years on average - EDSN / MICS 2012). As a result:
- 24% of girls aged 15 to 19 married before the age of 15
- 77% of women aged 20 to 49 married before the age of 18
These illustrative data make Niger one of the most country in the world with high prevalence of child marriage. Regionally, the regions of Tahoua and Tillabéry register respectively 76% and 75% of married girls before the age of 18 years. As in other parts of the country, the marriage of girls in these two regions is at an early age. It is a well established social norm.
• Malnutrition: Malnutrition, in all its forms, is a multi-sectoral and multifactorial problem that poses a threat to a large majority of Nigerien children. Malnourished children may not be able to reach their full intellectual and physical potential and are more vulnerable to disease and death.
Inappropriate supplementary feeding practices often coupled with frequent exposure to diseases, as well as maternal malnutrition, which causes delayed development and intrauterine growth, are the main immediate causes of malnutrition in children. Nearly a quarter of children (27%) begin life with low birth weight, an indicator of intrauterine growth retardation.
In order to improve the health and legal situation for the populations bordering the hotbeds of conflict, Niger intends to strengthen the community commitment to the promotion of vaccination, in line with the block of four (4) Priority Results for Children promoted by UNICEF in Niger: Vaccination, quality education, the fight against child marriage and the prevention of malnutrition. It is in this context that UNICEF is planning to support the administrative regions of Tillabery and Tahoua in the conduct of a forum for better involvement of administrative, community and religious decision-makers and basic services in the promotion of routine immunization, child education, the fight against child marriage and the prevention of malnutrition.
To carry out this task with the central and deconcentrated services, an International Consultant is required to guide and formalize the various interactions for the benefit of these regions, and to supervise a National Consultant.



2. OBJECTIVE (S) OF THE CONSULTATION
2.1 General Objective
• To define, monitor and model the commitment of the administrative authorities, community leaders, traditional and religious major of the regions of Tahoua and Tillabéry to the promotion of Immunization, Education, against child marriage and the prevention of child malnutrition.



2.2 Specific objectives
In conjunction with the National Consultant for the realization of the fora:
• Define the strategies and approaches necessary for the realization of the fora of Tillabery and Tahoua;
• Propose a chronogram of preliminary activities, achievements and consolidation of the fora;
• Define fora actions to be promoted (forum acts, accountability framework, framework of recommendations);
• Analyze the contents of fora discussion boards for more relevance;
• Regularly monitor the progress of the strategies conducted by the National Consultant;
• Develop a consultation report with highlights of the activities undertaken and lessons learned for scaling up the approach.



3. METHODOLOGY (IF RELEVANT)
The International Consultant will work remotely, and will have regular contact by email, telephone and teleconference with the National Consultant as well as the UNICEF Niger office.
The organization of this international consultation will support the realization of two (2) high-level fora of 02 days in the Republic of Niger, under the patronage of at least two (2) Ministers of the Government of Niger, with the participation of the Heads of State. Agencies of the United Nations System and Diplomatic Representations, on the promotion of the 4 Priority Results for Children in Niger, in the regions of Tillabery and Tahoua:
• This Forum will be structured into various thematic sessions with introductory presentations followed by high-level panel discussions, summaries and conclusions.
• The preparatory work by thematic groups will be organized and will bring together the senior staff of the Ministry of Health, those of the other ministerial sectors involved, as well as partners.
The results of this preliminary work will be the subject of thematic presentations which will feed the discussions during the panels.



4. SPECIFIC ACTIVITIES TO ACHIEVE OBJECTIVES
• Documentary review
• Development of a chronogram of activities
• Interaction with the National Consultant, UNICEF Niger and partners
• Data analysis
• Technical preparation of fora
• Analysis of Activity Reports .



5. EXPECTED OUTPUTS / SPECIFIC PRODUCTS (WITH IMPLEMENTATION SCHEDULE AND AMOUNT OF DISBURSEMENTS)
• Strategies and approaches for implementing the fora are defined and validated by UNICEF Niger management;
• The chronogram of the activities of the international management and the national consultation is in symbiosis and validated by the management of UNICEF Niger;
• The actions of each fora taking into account the 4 Priority Results for Children in Niger are identified and formulated;
• All fora content is pre-analyzed and oriented for better use;
• A weekly report of the various exchanges with the National Consultant (progression of the chronogram) is produced and submitted to UNICEF Niger;
• A final consultation report supported by SWOT analysis and lessons learned, including major achievements, is produced and validated by UNICEF Management.

6. QUALIFICATIONS AND / OR SPECIALIZED KNOWLEDGE AND SPECIFIC EXPERIENCE AND KEY SKILLS
Candidates should have the following qualifications:
• Have a minimum university degree (Bac + 5);
• A minimum of 8 years of professional experience in Communication, C4D, Administration, Development, Public Relations or any other related field;
• The proven experience of organizing forums, major national or international meetings;
• Proven ability and experience to develop and implement awareness campaigns;
• Excellent editorial, written, oral and interpersonal skills, as well as adequate cultural skills;
• Professional experience with the United Nations System and more specifically with UNICEF at a position of Manager;
• Skills in French and English languages;
• Work experience in the context of the Sahel, more predominantly Niger will be an asset.



7. DURATION OF THE CONSULTATION (Scheduled start date and end)
The consultation is scheduled to begin in early August for three months.



8. SUPERVISION
• The consultant will work under the supervision of Chief C4D of the UNICEF Niger office, and according to the orientations of the Senior Management of the UNICEF Niger office.
• The international consultant will be home-based, will work remotely, with regular contacts with the UNICEF Niger Office and the National Consultant.
• She / he will regularly supervise the work of the National Consultant, through regular and sustained exchanges, in terms of orientation, feedback or analysis.
