REQUEST FOR EXPRESSIONS OF INTEREST
Consultant for Quality Assurance Improvement Programme IBRD LOAN NO.: 8406JM
COMPONENT: ADAPTIVE PUBLIC SECTOR APPROACHES TO PROMOTE FISCAL SUSTAINABILITY
The Government of Jamaica (GOJ) has received financing from the World Bank towards the cost of Strategy Pubfcc Sector Transforma bon Project (SPSTP). and intends to apply part of the proceeds for consulting services.
The consultng services (The Services') includes developing a trainer s manual on the Quality Assurance Improvement Programme (QAIP) practices that is suitable for the GOJ-s context and must indude topics that will alow the auditor to understand how to maintain a QAIP programme as well as to prepare the Internal Audit Unit (IAU) for each assessment types, that is self-assessment with independent validation and full external assessment.
The consultancy will have duration of 32 working days full-time consultancy.

The Ministry of Finance and the Public Service now invites eligible consulting firms (“Consultants-) to indicate their interest in providing the Services Interested Consultants should provide information demonstratng that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
1. Five (5) years experience in developing and conducting training interventions in QAIP in both government entities and pnvate entities
2. Expenence in executing QAIP training to three (3) entities
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III. paragraphs. 3.14. 3.16. and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers- July 2016 (“Procurement Regulations*), setting forth the World Bank's policy on conflict of interest
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a jotot venture and7or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severaly liable for the enbre contract if selected.
A Consultant will be selected in accordance with the Consultant's Qualification-Based Selection Method set out in the Procurement Regulations
