Tenders are invited for Consultant-Progress toward Universal Health Coverage for older men and women in Vietnam: gaps and opportunities.

Access to Universal Health Coverage (UHC) is a central goal of Agenda 2030. It is a goal supported by the World Health Organisation (WHO) which defines UHC as ensuring that all people and communities receive the quality health services they need, and are protected from health threats, without financial hardship. UHC underpins the right of every individual, regardless of age, sex, disability, race or other socio-economic characteristics, to health.

AARP and HelpAge International are looking for national experts to produce an in-depth country research that:

· Measures access to UHC by older people in Vietnam and present evidence on coverage, accessibility and inequalities within older population;

· Assesses national progress on SDG 3.8 and the commitment “to reach the furthest behind first” in relation older adults;

· Highlights actions that national and international stakeholders should take to improve access of older adults to UHC;

The consultant(s) is also to make recommendations in terms of actions required to facilitate progress towards UHC.

The consultancy is proposed to start on July 9, 2018 and to be completed by 6 January, 2019 or earlier.

The ideal consultant(s) will have an advanced degree(s) in relevant field(s), in-depth familiarity with literature and debate on UHC, and health and care issues of older people in Vietnam, and experience of conducting quantitative research, literature review and/or similar studies.

Expression of Interest

Interested consultants are invited to submit an Expression of Interest (EOI) for delivery of the assignment by COB July 2, 2018 by email to Alex Mihnovits at amihnovits@helpage.org.

The short EOI (about 3-5 pages) should include:

1) Proposed methodology outlining:

1. specific research questions to be covered by the study

2. proposed analysis to answer these questions

3. list of datasets to be analysed

4. indicators to be assessed

5. report outline

6. comments on the TOR e.g. scope, gaps, etc.

2) Work plan including outputs/deliverables and time frames for each stage

3) Proposed budget. The maximum budget is USD20, 000

4) Appendixes (not included in the 3-5 pages)

a. CV of the consultant(s)

b. Contact information for 2 professional references

c. Relevant studies previously produced (1-2)
