1. Background

SOS Children-s Villages International (CVI) is a global federation working to protect and care for children who have lost parental care, or who stand at risk of losing it. SOS CVI comprises 118 national SOS Children Villages associations in 135 countries. In West and Central Africa (WCAF) SOS CVI is present in 18 countries and hosts its International Office for the Region West and Central Africa (IOR WCAF) in Dakar Senegal and a Branch Office in Yaoundé, Cameroun.

As a Federation structure National Associations are registered as national NGOs and have, in some cases, active Boards with a President. National Associations are funded operationally by local fundraising and by other Federation members (as a majority European and North American members of the Federation).

National Associations are made up of 200 to 500 members of staff and cover family-like care programming in SOS villages, support education and health services through SOS schools and health centres and support communities with family strengthening programmes. Our oldest National Association was established over 40 years ago.

In 2016, SOS Children-s Villages adopted Strategy 2030 and has put the most disadvantaged children at the heart of it, with the central message: ‘No child should grow up alone-. The strategy directly relates to the SDGs in key areas such as poverty, inequality, education, health, social and child protection, and decent work.

1. SOS CVI and Gender Equality

SOS CVI is committed to Gender Equality (GE) integration amongst children and adults within its target group, as well as within the organisation. In October 2014, SOS CVI launched its Gender Equality Policy(GEP)[1] with the aim of transforming gender imbalances in care and its programmes. The implementation of the GEP was piloted in four National Associations (Uruguay, Vietnam, Malawi and Kenya) and one IOR-East and Southern Africa (ESAF). Furthermore, the WCAF region aims to increase the number of projects funded by institutional donors, which requires strong gender integration and action plans.

SOS CVI would like to undertake a similar Gender Audit in IOR-WCAF to assess its gender equality integration work institutionally and programmatically, and recommend measures for further strengthening of the same.

2. Objectives of the Participatory Gender Audit (PGA)

The SOS Children-s Villages International participatory gender audit is commissioned to identify strengths, weaknesses, challenges and opportunities in operationalising the GEP-integrating and mainstreaming gender and identifying where additional skills, training, awareness building and resources may be required. The findings of the PGA will inform the development of a gender action plan to effectively implement the GEP in IOR WCAF region. The Consultant will design the PGA based on prior experience and guided by the Gender Equality Policy and the Gender Integration Framework (GIF) framework components namely Political will, Technical capacity, Accountability, and Organisational values including other issues of diversity as agreed upon with the Director of Programme Development IOR WCAF.

The specific objectives are:

· Assess how IOR WCAF, the International Branch office and select member associations (this can be done by conducting staff perception surveys) are operationalising its commitment to gender equality in its programming and organisational values and practices;

· Assess the technical capacity and understanding of staff to integrate and mainstream gender equality;

· Assess the political will and institutional barriers in relation to integrating a gender equality perspective within programming and within the institution;

· Make recommendations and develop a gender action plan on ways of addressing critical gaps and challenges and suggest possible improvements and innovations for strengthening the implementation of the GEP;

· The analysis of the survey will provide a baseline of gender-related data for continuous assessment.

· Scope and Methodology

The PGA will cover the International Office West and Central Africa and the International Branch Office and select member associations. No travel will be required to the member associations, nor to the branch office.

The process of the gender equality self-assessment needs to be participatory working closely with staff. The processes should take into account objective data and staff perceptions on integrating and mainstreaming gender equality.

More specifically the PGA will emphasize on the following issues:

· Gender mainstreaming in programme and policies

· Leadership and staff capacity

· Resources and tools

· Budgeting

· Organisational culture- workplace issues such as Anti-sexual harassment policy, including other diversity issues

· Monitoring and evaluation

The consultant will work closely with the Director of Programme Development IOR WCAF, the Director of Human Resources and Organisational Development and the Fund Development and Communications Director specifically, as well as the Regional Management Team to undertake the PGA.

1. Time Line and Work Plan

The PGA will be undertaken over the time period of 1 August to 31 October 2018 from inception to report delivery.

1. Key Deliverables

It is expected that the Consultant will produce the following deliverables:

· Work plan for the PGA;

· Staff IOR and NA questionnaires

· Baseline findings on gender equality across the areas in the Gender Integration Framework (refer page 1, under point 3);

· A draft and final report of the PGA in French, as well as an English version of the final report;

· Presentation material for dissemination of PGA process and findings;

· A summary of recommendations to be used for the Gender Action Plan

· Honorarium

The total honorarium allocated for the assignment is USD 10, 000. This is inclusive of all travel, per diem, and accommodation costs in country as well as any taxes imposable to the consultant in his/her country of residence.

1. Person specification

IOR WCAF aims to contract a consultant with experience of conducting organisational gender audits, gender self-assessments, especially for large INGOs or other institutions engaged in care and development work. The consultant should have the following skills and qualifications;

· Master-s Degree in gender studies, development studies or any other relevant social science subjects.

· A minimum of 5 years progressively responsible experience in areas of gender analysis, auditing and gender assessments

· Work experience in West and Central Africa region or sub Saharan Africa

· Strong facilitations skills and hands-on experience of working in participatory ways with staff

· Good report writing skills are essential

· Ability to present challenging findings from the PGA with actionable propositions to move forward Excellent command of oral and written French
